**** Additional Information: ****

During public appearance regarding this agenda item, the applicant with Deco Food Service, David Deatley (Cream Shirt) and Derek Deatley (Blue Shirt), told members of the Needles City Council and the public that, “We are not relocating our business.”

This comes after concerns from the community of Deco Food Service moving their business out of Needles, California for good.

Some members of the Needles City Council are worry about existing businesses in the community selling out for medical marijuana cultivation facilities and moving their businesses to another city or to Arizona.

But the applicant with Deco Food Service said that their business has been in this community for a long time and that, “We are committed in staying in Needles” and keeping their food distribution business in Needles, California, “makes the most sense to us.”

During pass meetings which were broadcast live at ZachNews on Facebook, Deco Food Service has stated that they had no intent on leaving this community for good, and would like to grow their food distribution business in Needles, California, but the current location, on Front Street near D Street in Downtown Needles, California, restraints them from expanding their business.

The Deco food service warehouse is surrounded by 2 streets to the north and east, an alleyway to the south, and another building, Eagles Lodge #2599, to the west.

Along with no room to grow, Deco Food Service said that the current location has cracked sidewalks and driveway along Front Street that are in need of being renew.

This medical marijuana cultivation facility project will required applicants to process an encroachment permit with the City of Needles to allow for minimizing the existing sidewalk width along D Street from 5 feet to 3 feet and install landscaping along the sidewalk in front of Front Street to consist of circular/square metal tree grates for 3 trees.

The requirements came up and was unanimously voted on during public hearing at the Needles Planning Commission Meeting held on Wednesday, December 13th, 2017.

Deco Food Service states that they are working, including with the City of Needles, on finding a new location in Needles, California their food distribution business, including a site that they like along San Clemente Street.

The applicant with Deco Food Service also has stated that until a new location is found in Needles, California, they will be working out of a temporary warehouse in Fort Mohave, Arizona, but their sales and administration office, located along the 700 block of West Broadway, will remain inside that building at that location.

Another concern that has been raised at pass meetings regarding this medical marijuana cultivation facility project was over 3 “separation issues”, occupies in the Downtown Needles, California area that are near by or down the street from the project site.

Currently, the project site is prohibited from functioning as a medical marijuana facility since it is within 1,000 ft. of the community school run by the Needles Unified School District, currently located on the corner of Front Street and F Street near Santa Fe Park.

The applicant with Deco Food Service is working with Needles Unified School District in relocating the school to a different location and is purchasing the old Desert Communities Federal Credit Union on Third Street near D Street from the Needles Elks Lodge.

A letter to the City of Needles from the Needles Unified School District, dated Wednesday, November 22nd, 2017, provides a relocation date of no later than Wednesday, February 28th, 2018.

Currently, the project site is also within 1,000 ft of a Girl Scout facility, which is located at 111 C Street.

The applicant with Deco Food Service provided a letter to the City of Needles from the President and C.E.O. of the “Girl Scouts of San Gorgonio’, dated Thursday, November 30th, 2017, indicating that they have received an offer for the purchase of the property, which will be considered by the organization at the Board of Directors Meeting in February 2018.

Currently, the project site is also 200 ft of a church, Needles Community United Methodist Fellowship, located at 111 D Street.

The applicant with Deco Food Service provided a letter to the City of Needles from Pastor, dated Thursday, November 30th, 2017, indicating the church will be vacating the site “in the very near future’.

The applicant with Deco Food Service said that they are working with Needles Community United Methodist Fellowship on finding another new location in the community.

As stated in documents from the City of Needles, the project has been conditioned so that no activity related to medical marijuana can occur at the proposed site until such time as the separation issues identified above are resolved.

Another concern that has been raised at pass meetings regarding this medical marijuana cultivation facility project has to do with the location of the project being in area the community wants to see designated as a downtown district.

Talks during pass meetings stated the need of seeing more retail businesses and restaurants in this area instead of medical marijuana cultivation facilities, but the issue has raised a debate over what is designated as downtown to the City of Needles.

City of Needles continues to discuss what is designated as being downtown, including from what street to what street makes this area be downtown, and getting a general plan for the City of Needles started.

News Update!!: Downtown Needles, CA: Latest information regarding the Training Burn at the old Overland Motel.

ZachNews has more information regarding the Training Burn at the old Overland Motel in Downtown Needles, California.

According to the San Bernardino County Fire Department, the Training Burn will be conducted from Tuesday, October 13th, 2015 to Friday, October 16th, 2015 at the old Overland Motel which is located on the 700 block of West Broadway in Downtown Needles, California.

The San Bernardino County Fire Department will be doing a training burn and is going to bring out their candidates from their academy, work with the local fire departments and we’re going to do some training using the old Overland Motel.

After the Fire Services Task Force Meeting on Thursday, October 8th, 2015, ZachNews talk spoke with San Bernardino County Fire Department Battalion Chief John Chamberlain about the Training Burn.

** Video from ZachNews: **

According to San Bernardino County Fire Department Battalion Chief John Chamberlain, Tuesday will be mainly a walk-through of the property and fire department apparatus will be here.

Wednesday morning will be firefighter training done at the old Overland Motel.

IMG_20150919_123550

Wednesday afternoon, there will be some smaller burns happening, and other training going on inside the rooms of the old Overland Motel that runs along the back alleyway area; such as forcible entry training and ventilation training.

The smaller burns will be inside the rooms, but not as big or total burn down of the building like the big burn on Friday.

The portion of the old Overland Motel that runs along the back alleyway area will not be set on fire as the part nearest to E Street and West Broadway will be, but afterwards will be bulldozed down.

Thursday, will be a small size fire of the building all day, nearest to West Broadway and E Street, near the old office and lobby area. Firefighters will gain experiences on how to put out a fire.

On Friday, the big burn will happen to the old Overland Motel building that is nearest to West Broadway and E Street, including the old office and lobby area, which will be set on fire which the smoke will be seen for miles.

The big burn was to start at 8:00am and go until 12:00pm PT said San Bernardino County Fire Department Battalion Chief John Chamberlain last week in an interview with ZachNews.

But, that has changed and San Bernardino County Fire Department Battalion Chief John Chamberlain tells ZachNews that the big burn will begin between 6:00am to 7:00am PT and last throughout the day.

After the burn, fire departments crews will be overhauling work.

The smoke from the Friday fire will be visible from all around Needles, California, including from Mohave Valley, Arizona and Topock, Arizona.

According to San Bernardino County Fire Department Battalion Chief John Chamberlain, emergency dispatchers at 911 centers around the area are being notified about the Training Burn in case of calls from the community of a fire in Downtown Needles, California.

IMG_20150919_123428

Due to the fire for the Training Burn, streets around the old Overland Motel are planned to be “Hard Closures”, which will included West Broadway between D Street on the east, to F Street or G Street to the west. (See Map Below For More Information).

Streets closures are possible for E Street as that is closes to the fire at the old Overland Motel and the alleyway behind the old Overland Motel will be also closed.

People are welcomed to view the training that will be happening, but there will be a lot of smoke from this fire and if you’re concern about your health and breathing in the smoke, it’s best not to be in the path of the smoke or be near the fire to view.

After the fire and training is over, the burned portion of the old Overland Motel will then be bulldozed down.

Currently, work crews have removed boards from the doors of the rooms of the old Overland Motel and are removing asbestos.

Work is being done to make sure that area around the Training Burn is cleared, including bring in a hand crew to help in clearing property space for the burn, and making sure that utility lines that run along the alleyway behind the old Overland Motel will not be affected by the burn.

Possible 70 or more candidates training to be firefighters will be at the Training Burn including from San Bernardino County Fire Department as well as from fire departments that were invited to come and participate in this Training Burn from Mohave County, Arizona including Bullhead City Fire Department and Mohave Valley Fire Department, and fire departments from Clark County, Nevada.

Fire department apparatus will also be here from the San Bernardino County Fire Department and from those invited and participating fire departments.

San Bernardino County Fire Department Battalion Chief John Chamberlain said that the Training Burn will happen within those 4 days; even if it rains, but if there’s gusty winds blowing in the area, then we will stop for safety reasons, and the fire could happen at night.

This is in part of a demolition plan approved by members of the Needles City Council unanimously approved during a Needles City Council Meeting held on Tuesday, August 11th, 2015 in Needles, California.

** Read the news story regarding the Needles City Council approved the demolition of the old Overland Motel at the following ZachNews on WordPress: **

https://zachnews.wordpress.com/2015/08/17/news-alert-downtown-needles-ca-needles-city-council-approved-the-demolition-of-the-old-overland-motel/

The City of Needles tried for years to get somebody to do something with the building, but after attempts failed in trying to get somebody to do something with this old motel, including attempts to try to get somebody to turn the old Overland Motel into affordable housing or student housing, nobody was interested which left the old Overland Motel to sit there abandoned for years.

Many are glad to see the building that just sat there collecting dust, trash, and almost catch on fire, be finally gone, but some residents wish that more was done to help save the old building and make it into something that tourist driving along Route 66 can stop in and enjoy.
