These new hours of operation and rules are for the Needles Skate Park located in Duke Watkins Park off J Street just south of Hospitality Lane and the Dollar General store.

According to the agenda item documents from the City of Needles, “it shall be unlawful to enter or remain on the premises between the hours 10:00 P.M. of one day and 5:00 A.M. of the following day, or by special permit.”

This means that skateboarding is allowed at the Needles Skate Park during the hours from 5:00 a.m. to 10:00 p.m. (PT), but from 10:00 p.m. to 5:00 a.m. (PT) the skateboarding area is closed and will be unlawful to enter or remain on the premise of the Needles Skate Park during closing hours.

In addition to the new hours of operation, new rules are being added for anybody using the Needles Skate Park.

According to the agenda item documents from the City of Needles, “No person shall skate or skateboard when the designated skateboard park area is wet; No person shall cause or initiate any acts of violence or hazing to another person inside or around the designated skateboard park area; Only skateboards and in-line skates shall be allowed in the designated skateboard park area; No person shall use the designated skateboard park area unless they wear proper safety equipment including a helmet, elbow pads, and knee pads; No person shall consume food or drink in the designated skateboard park area; No person shall use alcohol or drugs in the designated skateboard park area; All persons using the designated skateboard park area must place trash in cans provided by the City or such persons shall be removed from the designated skateboard park area; No person shall cause graffiti or tagging in or around the designated skateboard park area; and No person shall skate on the curbs, planters, benches, steps, railing, and driveways of city-owned areas.”

The new rules is said to help make the Needles Skate Park a better and safer environment for young people to enjoy well preventing unwanted activities and behaviors occuring in the premise such as graffiti on the premise, alcohol being used on the premise and trash as well as shotgun shell all found today left behind on the premise.

Graffiti and property vandalism as well as homeless camping out in the park and inside the restroom has been an on going issue for years at the park, and surveillance cameras were set up in the area to capture any of the unlawful activities and behaviors occuring at the park area.
