Needles, California: Members of the Needles City Council will be discussing and possibly adopt an ordinance complying with California’s Senate Bill 1383 reducing organic waste disposal and recycling food waste during their regular meeting being held at 6:00 p.m. PT on Tuesday, February 22nd, 2022 inside the Needles City Council Chambers located at 1111 Bailey Avenue near J Street.
In September 2016, former California Governor Edmund Gerald “Jerry” Brown Jr. signed into law Senate Bill 1383 that requires all local jurisdictions in California to adopt an ordinance to reduce organics in landfills and reduce methane gas created by organic materials.
Additionally, Senate Bill 1383 aims to reduce food waste and decrease food insecurity by requiring commercial edible food generators like restaurants and grocery stores to recover food for human consumption that would be disposed of and end up in a landfill.
The goal of Senate Bill 1383 is to achieve a 75% reduction in the statewide disposal of organic waste by 2025, and to rescue for people to eat at least 20% of currently disposed surplus food by 2025.
Since being signed into law 6 years ago, some of Senate Bill 1383’s provisions are just now taking effect and will soon require all residents and businesses – unless exempt – to recycle food waste in their yard waste containers.
According to documents from the City of Needles, CalRecycle offers a low population waiver for the collection and process of organic material for up to 5 years, and the City of Needles submitted a waiver request which was approved.
CalRecycle is requesting each jurisdiction to adopt an ordinance of the intent to comply with SB1383 regulation to obtain grant funding.
As for the fiscal impact, the City of Needles said in the documents there is no fiscal impact.
The recommended action to members of the Needles City Council is to approve for Introduction Ordinance No. 648-AC Intent to Comply with Senate Bill 1383 Regulations to the Department of Resources Recycling and Recovery.
