Needles, California: Members of the Needles City Council approved Ordinance No. 644-AC banning cultivation of industrial hemp and terminating Urgency Ordinance No. 641-AC imposing temporary moratorium on cultivation of industrial hemp.

The vote occurred during the regular meeting of the Needles City Council and Needles Public Utility Authority that was held on Tuesday, October 12th, 2021, which you can watch at ZachNews on Facebook.
Documents from the City of Needles say on August 10, 2021, the City Council Amended Ordinance No. 641-AC to extend the Citywide moratorium on industrial hemp cultivation by one-hundred-and-twenty-days (120) to acquire additional information and explore reasonable regulatory options relating thereto, and to adopt an ordinance regulating the cultivation of industrial hemp.
Research indicates that cross pollination with cannabis plants converts the cannabis plants into male plants which don’t produce a harvestable product. Also, the recent experience in Mohave Valley led to significant odors and vandalism problems.
City Staff has worked with the City Attorney to develop an Ordinance that amends Part III, Article VI, Section 96.03 of the Needles Municipal Code to establish land use regulations banning the cultivation of Industrial Hemp for the purpose of reducing negative impacts to cannabis cultivation in the community, businesses, and environment.
As for the fiscal impact, the City of Needles said in the documents that eliminates a risk to the existing cannabis operations.
The recommended action to members of the Needles City Council was to approve Ordinance No. 644-AC Amending Part III, Article VI, Section 96.03 of the Needles Municipal Code banning the cultivation of industrial hemp and terminating urgency Ordinance 641-AC imposing a temporary moratorium on the cultivation of industrial hemp pursuant to Government Code Section 65858 as extended by urgency ordinance 642-AC.

After short discussions, a motion was announced to approve, and members of the Needles City Council voted unanimously approving Ordinance No. 644-AC amending Part III, Article VI, Section 96.03 of the Needles Municipal Code banning the cultivation of industrial hemp and terminating Urgency Ordinance No. 641-AC imposing a temporary moratorium on the cultivation of industrial hemp pursuant to Government Code Section 65858 as extended by urgency Ordinance No. 642-AC.
