Needles, California: Members of the Needles City Council will be conducting interviews to fill unexpected vacant Needles City Council seat during meeting being held at 6:00 p.m. PT on Tuesday, September 7th, 2021.
According to the City of Needles, at the Needles City Council Meeting held on August 10th, 2021, members of the Needles City Council accepted Tim Terral’s resignation.
Needles City Charter Section 504 — Vacancies — reads as follows:
“Vacancies in the council from whatever cause arising shall be filled either by appointment by the council or by election. Within 30 days of the occurrence of a vacancy in the council, the council shall either appoint a person to hold office for the unexpired term of the former incumbent or call a special election to fill the vacancy. If the council calls a special election to fill the vacancy, upon the calling of the special election, the council may appoint a person to hold office until the date of the special election. If at the time a vacancy occurs, the council has three or more appointive members, the council must call a special election to fill the vacancy and may appoint a person to hold office until the date of the special election. A special election called to fill a vacancy shall be held on the date of the next regularly scheduled election to be held throughout the City, not less than 90 days from the calling of the special election.”
The next regular General Municipal Election is scheduled for November 2022.
The City Clerk advertised to fill the current vacancy and a notice was placed in the Needles Desert Star on August 18, 2021, and August 25, 2021.

Critical Timeline: On or before September 10, 2021, the council shall either appoint to fill the vacancy for the unexpired term of the former incumbent or call a special election to fill the vacancy and may appoint a person to hold office until the date of the special election. Should the Council call a special election the estimated cost is $20,000.
Recommended Action – Options:
1. Interview and appoint an individual for the remainder of the term and administer the Oath of Office and seat the newly appointed member.
2. Appoint an individual to hold office until the date of a special election and direct the City Clerk to call such Special Election.

The adjourned regular meeting of the Needles City Council will be held inside the Needles City Council Chambers located at 1111 Bailey Avenue near J Street, and the public may attend the meeting but masks are encourage and designated seating will be available.
