Needles, California: The Needles Planning Commission held a meeting inside the Needles City Council Chambers on Wednesday, April 7th, 2021.

The Needles Planning Commission Meeting was broadcast live at ZachNews on Facebook.

The City of Needles wants to remain the public that the Needles Planning Commission is continuing to hold meetings pursuant to the provisions of the Governor’s Executive Order N-29-20 which suspends certain requirements of the Ralph M. Brown Act.

As a result of the California’s Executive Order to “Stay-At-Home”, the City of Needles said that in person participation at the Needles Planning Commission meetings is not allowed at this time and the Needles City Council Chambers are not open to the public.

A public hearing to consider all evidence and testimony for or against a Special Use Permit to allow a 30’x30’, 12.5 ft. tall, steel building for a personal metal shop at 1409 Easy St, Needles, CA 92363, also known as known as APN 0650-318-16-0000.

Approve the Findings of Facts, and Resolution No. 04-07-2021-PC approving a Special Use Permit to allow a 30’x30’, 12.5 ft. tall, steel building for a personal metal shop at 1409 Easy St, Needles, CA 92363, also known as known as APN 0650-318-16-0000.

Questions were raised during discussion regarding how this structure was able to be build without any building permit or inspections until the requested for a Special Use Permit.

Questions were also raised during discussion on if fines need to be increased on those who decide to build without a building permit or inspections.

Members of the Needles Planning Commission voted 3-1-1 to approve the findings with the recommend conditions of seeing two sides of the garage walls on the outside that can be visible from the street (North and West Sides) to be stucco and the garage door to match, and noted that the garage color is a different color and is not in harmony; it does not blend.

Commissioner Charles Dressler voted “No” on this Agenda Item, and Commissioner Barbara Beard “Abstain” on this Agenda Item. When asked if this needed four voted to pass, Needles City Manager Rick Daniels said no and I believe it was a majority vote, which means the Agenda Item was approve, but if not will bring back, and he will consult the Needles City Attorney.

A public hearing to consider all evidence and testimony for or against recommending amendment of Needles Municipal Code Section 99.02 “Building Materials” allowing the permitting of structures constructed with a steel exterior to be permitted through a Site Plan Review as part of the Entitlement Process.

Approve the Findings of Facts, and Resolution No. 04-07-2021–1 PC recommending amendment of Needles Municipal Code Section 99.02 “Building Materials” allowing the permitting of structures constructed with a steel exterior to be permitted through a Site Plan Review as part of the Entitlement Process.
