Needles, California: The Needles City Council, Needles Public Utility Authority and Successor Agency to the Redevelopment Agency held a meeting inside the Needles City Council Chambers on Tuesday, November 10th, 2020.

The Needles City Council, Needles Public Utility Authority and Successor Agency to the Redevelopment Agency Meeting was broadcast live at ZachNews on Facebook and was shared onto ZachNews website and Twitter.

The Needles City Council is continuing to hold meetings pursuant to the provisions of the Governor’s Executive Order N-29-20 which suspends certain requirements of the Ralph M. Brown Act.

As a result of the Executive Order to stay at home, in person participation at the City Council meetings is not allowed at this time and the Council Chambers are not open to the public.

The public were able to attended tonight’s meeting of the Needles City Council, Needles Public Utility Authority and Successor Agency to the Redevelopment Agency via Zoom.

Needles City Council Members Shawn Gudmundson, Timothy Terral, Tona Belt and Zachery Longacre, Needles Vice Mayor Edward T. Paget M.D. and Needles City Mayor Jeff Williams were all present inside the chamber well Louise Evans were present via teleconference or Zoom.

Needles City Manager Rick Daniels as well as Needles City Clerk Dale Jones were also present inside the chamber well Needles City Attorney John Pinkney was present via teleconference or Zoom.

Regarding Agenda Item #6: after a short discussion and more information provided, members of the Needles City Council unanimously voted to approve Agenda Item #6 on the Consent Calendar; adopting Resolution No. 2020-72 approving an extension to the temporary Certificate of Occupancy Agreement with H-Street Patient Care for the building located at 101 W Spikes Road, APN 0650-431-10-0000., but with the change to the additional months; approving additional  three (3) months instead of six (6).

– Needles City Manager Rick Daniels:

Needles City Manager Rick Daniels spoke about money that is going to be spent to make needed repairs along Needles Highway pass Palms Resort, and detailed how much will be spent and who will be doing the work.

Needles City Manager Rick Daniels also spoke about repair work that was completed on the Lillyhill Drive side water main line of the bridge over Interstate 40, but also spoke about another closure to the bridge on the D Street side after discovery that portion of the water line is in need of repairs to prevent a major water leak there. Lillyhill Drive between Cibola Street and Casa Linda Street will be closed for at least 3 days starting on Monday, November 16th, 2020. More information to be posted soon on ZachNews.

Needles City Council Member Shawn Gudmundson thanked voters for voting down Measure U, and congratulated re-elected Needles City Mayor Jeff and elected Needles City Council Candidates Tona, Kristen and Ellen in the election.

– Needles City Council Member Timothy Terral:

Needles City Council Member Timothy Terral congratulated re-elected Needles City Mayor Jeff and elected Needles City Council Candidates Tona, Kristen and Ellen in the election.

Needles City Council Member Timothy Terral also spoke about approving the minutes and work to put online the City of Needles municipal code.

Needles City Council Member Timothy Terral asked about the large dirt lot property in Downtown Needles, California (Located off West Broadway between G Street and H Street) and wanted to know what’s the latest happening regarding that property project. Patrick Martinez, Director Of Development Services for the City of Needles, spoke saying that he worked closely with the Needles City Attorney to get an agreement in front of the owner of the property, and Needles City Manager Rick Daniels and himself met with the owner of the property last Friday, basically setting a timeline fr the next 6 months on what needs to be done onto the property. This is the lot that a proposed mixed use retail and apartment development is set to be build on the lot next to the old Needles Chamber of Commerce Office is located.

Needles City Council Member Timothy Terral asked about the “Welcome to Needles, California” signs, which Needles City Manager Rick Daniels said that we met with Caltrans the “Welcome to Needles, California” signs as well as about about the landscaping work along the ramps from Interstate 40, adopting the interstate program to help with clean up issues and; and said the “Welcome to Needles, California” signs is with engineers designers and will bring that back as soon as the cost is up; adding that thanks to Needles City Council Members Belt and Longacres leadership, the state has been very responsive.

Needles City Council Member Louise Evans just asked for prayers for the country during these trying times.

– Needles Vice City Edward T. Paget M.D.:

Needles Vice City Edward T. Paget M.D. spoke about more street closures, for at least 3 days, starting on Monday, November 16th, 2020 near the Big Green House (located at 517 North K Street near Needles Highway) for the Television Show “ghost adventures will be visiting Needles, California to the Big Green House and spending three days inside and outside.

Needles Vice City Edward T. Paget M.D. asked about the latest on the North K Street Underpass closure, which Needles City Manager Rick Daniels said that the engineer is finishing up the design o build a stand alone structure that tall semi trucks and campers would hit before hitting the underpass, and expected bring this to the Needles City Council as early as December or January 2021 for sign off on the structure..

– Needles City Council Member Tona Belt:

Needles City Council Member Tona Belt spoke about meeting with California Department of Transportation (Caltrans), and about the landscaping work along the ramps from Interstate 40, adopting the interstate program to help with clean up issues.

Needles City Council Member Tona Belt asked about the City of Needles Employees Christmas Party, and what is going on and what we can do because of the COVID-19 situation.

Needles City Council Member Tona Belt thanked all of our veterans locally and across the nation; Veterans Day is on Wednesday, November 11th, 2020.

Needles City Council Member Tona Belt spoke about the passing of Mary Powell, and want to send my condolences to the Powell family.

– Needles City Council Member Zachery Longacre:

Needles City Council Member Zachery Longacre spoke about a fence that is down near the Giggling Cactus restaurant.

Needles City Council Member Zachery Longacre thanked everybody for the Trunk or Treat event that was held on Saturday, October 31st, 2020, 200 plus kids came out on Halloween, and no problems occurred.

Needles City Council Member Zachery Longacre requested for discussion at the next Needles City Council Meeting for making First and Second Beaches a City Park; adding that with improvements happening at the Needles Marina Resort, what the management group (Touchstone Golf) is going to be doing with Rivers Edge Golf Course, and what is being done to the beaches north of the Needles Bridge, he said it’s time to look at this and clean those beaches up and make it inviting again.
