News Alert: Colorado River Tri-State: Caltrans is accepting public comments, and will be hosting a virtual scoping meeting and webinar regarding Interstate 40 Colorado River Bridge Replacement Project.

Colorado River Tri-State: The California Department of Transportation (Caltrans), in cooperation with the Arizona Department of Transportation (ADOT), proposes to replace the Colorado River Bridge (California BR. No. 54-0415, Arizona Bridge No. 957) spanning the California (Needles, California) and Arizona (Topock, Arizona) state line on Interstate 40 (I-40).

The purpose of the project is to improve the safety and integrity of the bridge by addressing deck deterioration and strengthening the girders to increase the load rating to accommodate all permitted vehicle traffic.

The three Build Alternatives under consideration would either replace the bridge north, south, or on the existing bridge alignment, in addition to a No-Build Alternative.

It is expected that the safety of the traveling public would be enhanced by introducing standard lane and shoulder widths, a standard median barrier, and a standard bridge railing system.

Caltrans is conducting environmental analysis of this project under the California Environmental Quality Act (CEQA) and National Environmental Policy Act (NEPA). Caltrans will be the lead agency for the proposed project under CEQA and the Federal Highway Administration (FHWA) will be the lead agency for the project under NEPA. Caltrans has determined that an Environmental Impact Report (EIR) would be the most appropriate level of environmental document under CEQA. An Environmental Assessment (EA) is anticipated to result in a Finding of No Significant Impact (FONSI) and will be prepared under NEPA. Therefore, a joint EIR/EA is anticipated to be prepared.

Caltrans has initiated a public review period under CEQA and will be holding a public scoping meeting/webinar to provide an overview of the project, present a summary of the environmental process and issues addressed, and to request input regarding environmental issues and the suggested scope and content of the EIR/EA. This notice is being provided in compliance with CEQA scoping requirements for an EIR and is being provided as a courtesy under NEPA, which does not require formal scoping when an EA is the appropriate class of action.

Caltrans filed a CEQA Notice of Preparation (NOP) with the State Clearinghouse on November 3, 2020. The NOP contains information about the project scope, purpose and need, and planned environmental studies. The NOP can be viewed here.
