Needles, California: The Needles City Council will be discussing status report regarding grocery store recruitment and public option grocery store during their meeting being held at 6:00 p.m. PT on Tuesday, March 10th, 2020 inside the Needles City Council Chambers, located at 1111 Bailey Avenue near J Street.
According to the City of Needles, during the Needles City Council Meeting on Tuesday, February 25th, 2020, Needles City Council Member Timothy Terral requested a discussion regarding a public option or public assistance in the development of a community grocery store at an upcoming Needles City Council meeting.
Since losing Basha’s grocery store in 2014 (and subsequently 99 Cents Only Store in about 2018), staff in active concert with the City Council) have had conversations with various grocery providers including Stater Brothers, Von’s, Aldi, Smart & Final and Grocery Outlet.
The overwhelming feedback from the various grocery providers has been that the Needles, California and surrounding community population does not provide the number of residents nor the projected growth to support a grocery facility.
While members of the Needles City Council and staff from the City of Needles continue to communicate with grocers as well as real estate professionals that represent them as part of our ongoing business recruitment efforts, Needles City Council Member Timothy Terral has requested additional conversation in regards to a public option or public private partnership.
Concurrently, Michael Bracken with Development Management Group, Inc., who’s the City of Needles’ Economic Development Consultant, is working on an action-based implementation plan for our community to guide our efforts in retail, hospitality/tourism, housing and industrial development.
Michael Bracken has stated that he will ensure that a section of said plan provides the framework for a private community cooperative (co-up) using a combination of a franchise model and how communities have historically opened and funded community banks.
This agenda item is a “Discretionary” agenda item; which means members of the Needles City Council can discuss the agenda item, and take action or no action on the agenda item.
According to the City of Needles, in regards fiscal impact, discussion doesn’t have direct fiscal impact, future actions may and at that time, such will be described and quantified; and in regards environmental impact, the discussion of this item itself doesn’t warrant any action or predetermined action under the California Environmental Quality Act (CEQA).
