Needles City Attorney reports that there was reportable action taken. Needles City Attorney John Pinkney reported that members majority voted to remain in the class, Needles City Council Member Clayton Hazlewood opposed remaining in the class.

Members of the Needles City Council unanimously voted to approve the agenda; meaning members agreed to take up the items and address them in the order as they are presented during tonight’s meeting.

A representative from Epic Engineers will be making a PowerPoint Presentation regarding a 15 year Needles Pavement Management Plan.

Resolution No. 2019-68 adding item #6 to the Public Works Capital Improvement Plan Construction of Year 1 Pavement Management Plan Projects.

There were two different votes taken on this agenda item.

Members of the Needles City Council unanimously voted to approve 15 year Needles Pavement Management Plan, and Resolution No. 2019-68 adding item #6 to the Public Works Capital Improvement Plan Construction of Year 1 Pavement Management Plan Projects, but with the exception of Front Street.

Then members of the Needles City Council unanimously voted to include Front Street in the plan. Needles City Council Member Zachery Longacre recused himself out of caution from this vote as his residence is along Front Street.

Needles City Manager Rick Daniels:

Talked about Safe Route to School Program and working with the San Bernardino County Sheriff’s Department on kids walking home from school; talked about meeting on October 30th with Burlington Northern Santa Fe Railroad regarding the North K Street Underpass and is it essential to keep the underpass open; and regarding upcoming California Energy Commission agenda and City’s request to be exempt from mandatory solar.

**** Needles City Council Requests: ****

Needles City Council Member Shawn Gudmundson:

Talked about doing everything we can to keep the North K Street Underpass open, no way we can allow the underpass to be closed; thanking City staff for working on the housing element management plan; and mention it’s Breast Cancer Awareness Month, ladies have yourself a mammogram and be aware.

Needles City Council Member Timothy Terral:

Talked asked about the City’s economical development fund, and if it dosen’t include home building? Needles City Manager responded saying that he forgot what the final version is, but he will check it out and report back to you.

Needles City Council Member Clayton Hazlewood:

Needles Vice City Mayor Edward T. Paget M.D.:

Remind everybody about the National Day of the Republic of China 10-10 event on Thursday, October 10th, 2019, event presented by the City of Needles. Needles Vice Mayor Paget welcomes everybody to see expression of friendship between the Republic of China (Taiwan) and the United States, and added that the City of Needles is the only place in the United States that celebrates the event on the actual date.

Needles City Council Member Tona Belt:

Needles City Council Member Belt mentions that she will be out of town for the next Needles City Council meeting, and talked about going out of town to Washington D.C., going to try to meet with Congressman Cook regarding getting funny for the El Garces Train Depot to finish the upstairs. Needles City Council Member Belt also mentions that she does have a meeting with Congressman Cook on November 5th.

Needles City Council Member Zachery Longacre:

Talked about the recent map done on the local cemetery, a wanting to photograph all the headstones and get them logged for that website. Needles City Council Member Longacre mentioning that he got dome volunteer photographers to do the work. Needles City Council Member Longacre then talked about donating k-rails to the Needles Town Center to replace the rocks that are being used as barricades in the parking lot to block off trucks from entering. Needles City Council Member Longacre afterwords talked about the meeting with Burlington Northern Santa Fe Railroad and the North K Street Underpass and holding off the installment of the stop sign near the underpass until they figure out what they’re going to do with the underpass, don’t waste that money yet.
