No agenda items weren’t voted to be pulled off of today’s meeting, and members of the Needles City Council unanimously approved the agenda as stated.

– Agenda Item #1:

PowerPoint Presentation will be made by Andres G. Castillo, Partnership Specialist US Census Bureau, regarding Census 2020 with a request the City Council establish a Complete Count Committee to promote the 2020 Census.

Before the presentation, Needles Vice Mayor Edward T. Paget M.D. presented a proclamation to Andres G. Castillo, Partnership Specialist U.S. Census Bureau, in support of the U.S. Census.

**** Needles City Council Consent Calendar: ****

All matters listed on the Consent Calendar are Considered to be routine and will be enacted by one motion in the form listed. The Mayor or any member of the Needles City Council may pull an item from the Consent Calendar for discussion. Prior to Needles City Council action, a member of the public may address the Needles City Council on matters Scheduled on the Consent Calendar. A 3 minute time limit per person applies. Recommended Action: Approve items #2 through #7 on the Consent Calendar by affirmative roll call vote.

– Agenda Item #2:

Approve the warrants register through September 24, 2019

– Agenda Item #3:

Waive the reading and adopt Ordinance No. 624-AC amending Chapter 14, Article III, entitled “Graffiti Prohibition and Removal” of the Needles Municipal Code (2nd reading – publish)

– Agenda Item #4:

Waive the reading and adopt Resolution No. 2019-63 supporting the 2020 U.S. Census

– Agenda Item #5:

Waive the reading and adopt Resolution No. 2019-61 approving an Agreement between the City of Needles and Parking Concepts, Inc. dba Transportation Concepts for Dial-a-Ride and Dial-a Ride Medical/Shopper Shuttle Pilot Program services for a term beginning October 1, 2019 to June 30, 2023, inclusive, with an option by the City to extend the term for two (2) additional two year periods.

– Agenda Item #6:

Waive the reading and adopt Resolution No. 2019-62 approving a Lease Agreement (El Garces Unit Lease) between the City of Needles and Parking Concepts, Inc. dba Transportation Concepts for occupancy by the Needles Area Transit for a term beginning October 1, 2019 to June 30,2023, inclusive, with an option by the City to extend the term for two (2) additional two-year periods.

– Agenda Item #7:

Accept the work completed by Trinity Construction in the total project amount of $133,752.42 including Change Order #1 and authorize staff to issue a Notice of Completion and record with the San Bernardino County Recorder’s Office.

Members of the Needles City Council unanimously voted to approve agenda items #2 through #7 on the Consent Calendar.

– Agenda Item #8:

Discussion regarding a Cannabis Consumption Café at the site of the former Denny’s Restaurant located on “J” Street.

Despite reports that the item was going to be pulled off the agenda and not going to be discussed, the agenda was discussed briefly after some members of the Needles City Council wanted this on the agenda for a vote.

After Needles City Council Member Zachery Longacre stepped out of the room because the item was going to be discussed, Needles City Council Member Shawn Gudmundson informed other members that this item was withdrawn from the agenda by the applicant’s request.

After Needles City Council Member Shawn Gudmundson comments, Needles City Manager Rick Daniels read briefly the agenda item.

The proposal at the old Denny’s restaurant included a cafe, on-site manufacturing and distribution center.

The proposal was initially presented in a presentation by Aaron Barnes to members of the Needles City Council back on Tuesday, August 13th, 2019, which you can watch at ZachNews on Facebook (Video Above).

Members of the Needles City Council continued with the rest of the meeting not taking any voting action on this agenda.

The old Denny’s Restaurant, which sites between Interstate 40 and Motel 6, closed back on Monday, August 22nd, 2016, and has remain empty since the closure.

Please Note; On Thursday, September 19th, 2019, the City of Needles’ City Clerk Office released publicly the agenda packet, which ZachNews also received and had on the agenda the item regarding the Cannabis Consumption Café at the old Denny’s restaurant.

On Monday, September 23rd, 2019; Needles City Council Member Shawn Gudmundson and Aaron Barnes told ZachNews that this item was withdrawn from the agenda by the applicant’s request, and not going to be discussed. Aaron telling ZachNews that after the agenda was released, he told Needles City Manager Rick Daniels to having this item pulled off the agenda.

Between Thursday, September 19th, 2019 and Tuesday, September 24th, 2019, no updates to the agenda were released from the City of Needles’ City Clerk Office or Needles City Manager Rick Daniels were released stating that this item was withdrawn from the agenda by the applicant’s request, or an item is being pulled off or an item is not being discussed.

As seen in the posted, the item remain on the agenda, was not voted off of the agenda, some members wanted to put this item to a vote that night and a brief discussion occurred regarding this agenda item with a member of the Needles City Council having to step out of the room, and despite what occured during the meeting, no votes were conducted by members of the Needles City Council.

The agenda information ZachNews received from the City of Needles’ City Clerk Office was Real and Official despite some complaining on ZachNews that the post was incorrect and was “Fake News.”

– Agenda Item #9:

Discussion to install stop sign and striping at the Front Street intersection at the North K Street Underpass.

Members of the Needles City Council unanimously voted to approve the installation of a stop sign and striping at the Front Street intersection at the North K Street Underpass, with the addition of a sign advising not to block the intersection.

– Agenda Item #10:

Support or oppose the League of California Cities proposed resolutions calling on the California Public Utilities Commission (CPUC) to amend Rule 20A to add projects in very high fire hazard severity zones to the list of eligibility criteria and to increase funding allocations for Rule 20A Projects AND calling upon the Federal and State Governments of the U.S. and Mexico to address the devasting impacts of water quality issues resulting from international transboundary pollution flows from Mexico’s Tijuana River into the southernmost regions of California and the Pacific Ocean.

Members of the Needles City Council unanimously voted to approve to support League of California Cities resolutions, calling on the California Public Utilities Commission (CPUC) to amend Rule 20A to add projects in very high fire hazard severity zones to the list of eligibility criteria and to increase funding allocations for Rule 20A Projects AND calling upon the Federal and State Governments of the U.S. and Mexico to address the devasting impacts of water quality issues resulting from international transboundary pollution flows from Mexico’s Tijuana River into the southernmost regions of California and the Pacific Ocean.
