Members of the Needles City Council voted 3-1 to approve Ordinance No. 615-AC approving a general plan amendment from “CR” Commercial Resort to “CH” Highway Commercial and a zone change from “CRR” Commercial Residential Resort to “C3” Highway Commercial for the property located along Needles Highway, 320 Balboa, APN 0660-081-01 through -04, 0660-081-08 and 09, and 0660-091-04.

Needles City Council Member Timothy Terral voted “No” on this agenda item, which needed 4 votes or more to pass. This agenda item failed to pass.

Needles City Council Member Zachery Longacre recused himself from this agenda item out of caution due to previously work for a medical marijuana dispensary.

Discussion of trash containers at the Needles Area Transit (NAT) bus stops.

Members of the Needles City Council discussed the placing trash containers at the Needles Area Transit (NAT) bus stops, including if there is space to place trash cans, the cost to install trash cans and cost for picking up the trash was discussed.

Suggestions were provided to City of Needles staff of using trash cans not being used or in area where there are already trash cans there. 

This agenda item was a “Discretionary” agenda item, and no votes were conducted by members of the Needles City Council.

  • Agenda Item #10:

Discussion regarding permitting Safe and Sane Fireworks in the City.

Members of the Needles City Council discussed permitting Safe and Sane Fireworks in Needles, California.

A representative from the San Bernardino County Fire Department spoke in concerns of the Safe and Sane Fireworks, worried about people misusing them and fire risks during dry conditions. 

Needles City Council Member Timothy Terral spoke about allowing Safe and Sane Fireworks for school or church group fundraisers. 

After discussion and public comments, members of the Needles City Council voted 3-2 to have the Needles City Attorney draft an ordinance permitting Safe and Sane Fireworks for consideration.

Needles City Council Member Shawn Gudmundson and Tona Belt voted “No” on this agenda item.
