Needles City Attorney reports that there was reportable action taken. Members of the Needles City Council unanimously voted to approve a settlement with one cannabis business. Needles City Council Member Zachery Longacre excused himself from this Executive Session agenda item. Needles City Attorney said he previously work for a medical marijuana dispensary.

Members of the Needles City Council voted 5-1 to approve Ordinance 611-AC amending Section 13-49 of the Needles Municipal Code adding angle parking on F Street extending from Broadway to Front Street on the eastside extending to its terminus. Needles Vice City Edward T. Paget M.D. voted “No” on this agenda item.

This agenda item will come back to members of the Needles City Council for consideration of adding a handicap spot and reserving teacher parking for the school facility in the area.

Waive the reading and adopt Resolution No. 2019-9 consenting to the inclusion of properties within the territory of the City of Needles in the CSCDA (California Statewide Communities Development Authority) Open PACE (Property Assessed Clean Energy) programs; authorizing the CSCDA to accept applications from property owners, conduct contractual assessment proceedings for the HERO (Home Improvement Financing for Energy Efficient Remodels) program and levy contractual assessment within the territory of the City of Needles and authorizing related actions.

Waive the reading and adopt Resolution No. 2019-10 approving Final Parcel Map No. 19932, subdividing 3.166 acres into two parcels located at 3502 Needles Hwy, APN 0660-161-13.

After providing more details and short discussion, members of the Needles City Council voted 5-1 to approve agenda item #6 on the Consent Calendar. Needles Vice City Edward T. Paget M.D. voted “No” on this agenda item.

Needles City Council Member Zachery Longacre excused himself from this agenda item.
