Needles City Manager Rick Daniels spoke briefly about the two power outages that occurred in the Downtown Needles, California area, saying that the incidents are attributable to pigeons; when a bunch sit on the line, then leave at once it causes the lines to bounce allowing them to come in contact with others causing the arc.
