**** Public Appearances: ****

Terry Campbell spoke during Public Appearances regarding the condition of Budweiser Road in Needles, California; it’s cracking really bad, and be placed on the budget as it’s needing to be crack sealed.

Shiva Johnson spoke during Public Appearances regarding trash along the fence line, under the Interstate 40 overpass (Along Needles Highway), and would like to see that area be one of the clean up projects.

Jerry Johnson spoke next during Public Appearances regarding the conditions along our on and off ramps from Interstate 40 and the City of Needles’ Beatification Project, cleaning up along our on and off ramps from Interstate 40, and maybe have that clean up work be part of the time by the inmate program. Jerry then spoke about the “L Street Revitalization Project”, rehabbing the landscape at the corner of West Broadway and L Street in Downtown Needles, California. Planting and watering being done mainly by community volunteers. 

Cheryl from The Healing Center spoke during Public Appearances that since marijuana became recreational, there have been people coming up to people in our parking lot trying to sell illegally marijuana from a  vehicle, and people are coming into our shop telling us about this, and that people are getting nervous about what is happening. Cheryl wanted to bring this to the City of Needles attention and what can be done about this problem. 

Zachary Longacre spoke during Public Appearances regarding the issue of free parking at Jack Smith Memorial Park in Needles, California, and suggested removing one roll of parking spots for truck trailer spots and paint a line through them, creating new car size parking spots.

After discussion by Needles City Manager Rick Daniels and congratulating Officer Adrian Chavez for completing all classwork and testing to receive certification as a full member of the California Association of Code Enforcement Officers. Agenda item #12 was an Information Only agenda item and no votes were needed by members of the Needles City Council.

Discussion regarding allowing a fifth cannabis dispensary at the west end of the City, requested by Councilmember Darcy.

After discussion by members of the Needles City Council and the public, Agenda Item #13 was allowed to die for lack of a motion by members of the Needles City Council.

  • Agenda Item #14:

Reconsideration of the agreement with the Mohave Desert Air Quality Management District (MDAQMD) to establish an air quality monitoring station on City property in Needles.

Members of the Needles City Council voted 4-2 to approve the agreement with the Mohave Desert Air Quality Management District (MDAQMD) to establish an air quality monitoring station on City of Needles property in Needles, California. Needles City Council Member Louise Evans and Needles City Council Member Tom Darcy both voted “No” on this agenda item.
