  • Agenda Item #3:

Authorize the City Manager to execute the Joint Funding Agreement (JFA) 19WSCA600101110 for the continuation of the monitoring network to improve understanding of the groundwater that impacts the water quality and quantity at the City of Needles well fields at the All-American Canal not to exceed $631,344.

Members of the Needles City Council / Needles Public Utility Authority unanimously vote to authorize the Needles City Manager to execute a joint funding agreement to continue a monitoring network of the city well fields at the All-American Canal. Monitoring is to improve understanding of groundwater impacting quality and quantity of water at the well field. Cost is not to exceed $631,344.

Waive the reading and adopt Ordinance No. 608-AC amending sections of Chapter 12A “Marijuana Businesses” of the Needles Municipal Code related to operating hours for retail marijuana businesses (2nd Reading – Adopt).

  • Agenda Item #6:

Approve the agreement with the Mohave Desert Air Quality Management District (MDAQMD) to establish an air quality monitoring station on City property in Needles.

  • Agenda Item #7:

Authorize the City Clerk to publish a notice of vacancy, due to the resignation of Joe Payson from the Board of Public Utilities, with a term to expire December 31, 2021.

Members of the Needles City Council unanimously voted to approve agenda items #4, #5 and #7 and pull agenda item #6 on the Consent Calendar for discussion.

After discussing on agenda item #6, #18 and #23, members of the Needles City Council voted 3-2, failed to approve the agreement with the Mohave Desert Air Quality Management District (MDAQMD) to establish an air quality monitoring station on City property in Needles. Needles City Council Members Louise Evans, Member Clayton Hazlewood and Tona Belt voted “No” on this agenda item.

Davis, APN 0186-201-10 or any subsequent owner, in the vicinity of San Carlos Street and Arizona Avenue, and direct staff to file said deed with the San Bernardino County Recorder’s Office.

Members of the Needles City Council unanimously vote to approved Resolution 2018-63 accepting and executing an ingress and egress deed easement crossing city-owned property in the vicinity of San Carlos Street and Arizona Avenue; file deed with county recorder’s office.

  • Agenda Item #10:

Discussion regarding allowing a fifth cannabis dispensary at the west end of the City, requested by Councilmember Darcy.
