**** Old Business: ****

  • Agenda Item #6(A):

Application from Palms River Resort for a Special Use Permit to allow the installation of a 40’ tower to provide wireless internet service, located at 4170 Needles Highway, Needles, CA 92363 in the “CRR” Commercial Resort Residential Zone, also known as APN 0660-211-39.

Members of the Needles Planning Commission unanimously voted to continued Agenda Item #6(A) to the 4-4-2018 Meeting.

 

  • Agenda Item #6(B):

An application from Mr. Don Brown for a Special Use Permit (SUP) for a Recreational Vehicle (RV) Park, located at 4418 My Place Road, Needles, CA, also known as Assessor’s Parcel Number 0660-251-38.

Members of the Needles Planning Commission voted 4-2 to continued Agenda Item #6(B) to the 4-4-2018 Meeting. Both Needles Planning Commission Members Robert McDaniel and Kevin Ostby excused himself from voting on this agenda item because they live close to the property.

An application from Mr. Robert Kaplan as Agent for Medical Investor’s Holdings LLC for a Conditional Use Permit for a Distribution Facility at 3247 Needles Highway, Suite “C”, Also known as APN 0660-091-09.

Approve the Findings of Facts and Resolution No. 03-07-2018 PC recommending approval of a Conditional Use Permit for a Distribution Facility at 3247 Needles Highway, Suite “C”, Also known as APN 0660-091-09.

** Note: During discussion on this agenda item, a correction was made to the agenda item, “Suite “C” was suppose to be “Suite “E”, and admitted resolution states: “Resolution No. 03-07-2018 PC recommending approval of a Conditional Use Permit for a Distribution Facility at 3247 Needles Highway, Suite “E”, Also known as APN 0660-091-09.” **

Members of the Needles Planning Commission unanimously voted to approve the Findings of Facts and Resolution No. 03-07-2018 PC, with the admitted correction change (“Suite “E”).

  • Needles City Manager Rick Daniels:

Needles City Manager Rick Daniels discussed what is happening to the old Route 66 Burger Hut and the demolition plans for the old Relax Inn motel.

People working on the Route 66 Burger Hut have made progress, but have run into some plumbing problems. Code enforcement is ready if they fail to continue their work.

An Admission Officer held a hearing and occluded that it’s a nuisance (the old Relax Inn motel property condition), a representative for the owner of the old Relax Inn motel came in and also agreed it was a nuisance, and the City of Needles will meet with them representative for the owner about a settlement that would remove the building, rehab a small stand along building on the property, and they will come in front of the Needles Planning Commission for a development proposal along that property. The City of Needles are requiring them to establishment a performance bond to cover the full cost of their demolition and pay the fees, fines, and City of Needles’ cost, all have done by Friday, June 1st, 2018. If they do that before Friday, June 1st, 2018, the City of Needles will reduce their fines. 

Needles City Manager Rick Daniels also discussed about burned properties, including the property along La Mesa Way that burn in a fire in August 2017 as well as an an abandoned house along on I Street that has been abandon for years, survived a large fire back on Monday, June 13th, 2015 that burned an old 2 story apartment building and 2 houses along I Street and West Broadway, and again survived another fire on Tuesday, March 6th, 2018.

The property on the 200 block of I Street in Downtown Needles, California has been “Red Tag” and the City of Needles will be taking enforcement action; notice of violation and enforcement action to have that abandoned house removed.
