Members of the Needles City Council 5-1 to approve the reconsider the action taken at the December 27 council meeting regarding a conditional use permit for a medical marijuana manufacturing facility located at 2603 Columbus Drive, APN 0660081-31. 

Needles City Council Member Shawn Gudmundson and Needles City Council Member Louise Evans voted ” No” on this agenda item.

The vote came after discussion by members of the Needles City Council and Applicant Ms. Sharon Brown about the property, the old Taco Bell fast food restaurant site, which closed on Thursday, March 31st, 2016 in Needles, California, and if this should or should not be a medical marijuana manufacturing facility, and if any fast food restaurant wants to come there.

Members of the Needles City Council unanimously voted to authorize the council members and mayor who would like to attend the International Conference of Shopping Centers (I.C.S.C.) RECON Conference at the Las Vegas Convention Center in Las Vegas, Nevada which will be held from Sunday, May 20th, 2018 to Wednesday, May 23rd, 2018 and authorize using funds from the Needles City Council travel per diem account.

The International Council of Shopping Centers (I.C.S.C.) RECon convention is the largest global gathering of retail and real estate professionals, developers, owners and brokers.

The convention includes professional development day, conference sessions, professional development worships, keynote presentations and other real estate related events.

During discussion on this agenda item, members of the Needles City Council suggested that it would be better for the City of Needles if all members of the Needles City Council attended the convention in order to get more meetings with potential retailers.

Needles City Attorney John Pinkney informed all of the members of the Needles City Council that everybody from the Needles City Council can go to the convention, but in order to a void a Brown Act violation (4 or more a quorum), members of the Needles City Council shouldn’t be talking to a retailer at the same time.

The Brown Act, which was passed in 1953, guarantees the public’s right to attend and participate in meetings of local legislative bodies, and requires that all meetings of a legislative body of a local agency be open and public, except that closed sessions may be held under prescribed circumstances.

The Brown Act was enacted in response to mounting public concerns over informal, undisclosed meetings held by local elected officials, and is solely applies to California city and county government agencies, boards, and councils.
