A Needles Planning Commission Meeting was held on Wednesday, November 15th, 2017 inside the Needles City Council Chambers in Needles, California.

A public hearing to consider all evidence and testimony for or against approval of a General Plan Amendment from a Residential Medium Density (RM) designation to a Commercial Highway (CH) designation for the property located at 2109 Needles Highway, also known as APN 0185-266-18.

Approve the Findings of Facts and Resolution No. 11-15-2017-1 PC recommending approval of a General Plan Amendment from a Residential Medium Density (RM) designation to a Commercial Highway (CH) Highway (CH) designation for the property located at 2109 Needles Highway, also known as APN 0185-266-18.

Members of the Needles Planning Commission unanimously voted to approve the Findings of Facts and Resolution No. 11-15-2017-1 PC recommending approval of a General Plan Amendment from a Residential Medium Density (RM) designation to a Commercial Highway (CH) Highway (CH) designation for the property located at 2109 Needles Highway, also known as APN 0185-266-18.

Members of the Needles Planning Commission asked the applicant to add some trees along the west side parking lot area of the property, some more plants in the center front area of the building, and some art decor treatment on the building.

Members of the Needles Planning Commission unanimously voted to approve the Findings of Facts and Resolution No. 11-15-2017-4 PC recommending approval of a Conditional Use Permit for a medical marijuana cultivation facility, Bldg 1, in the C-3, Highway Commercial Zone, located at the end of Balboa Place, west side of the street, Also known as APN 0660-081-18.

Members of the Needles Planning Commission asked the applicant to have some architectural enhancement awning on the building that faces Needles Highway, Balboa Place, Old Route 66, and Interstate 40, replacing non drought plants with drought tolerant plants, have palm trees planted at a minimum of 10 feet tall, and do some traffic control work; placing signage and/or barricades to prevents vehicles from accessing a private roadway at the end of Old Route 66 near the KTOX 1340AM radio station and at the end of T Street near Bush Street.

Members of the Needles Planning Commission unanimously voted to approve the Findings of Facts and Resolution No. 11-15-2017-5 PC recommending approval of a Conditional Use Permit for a medical marijuana cultivation facility, Bldg 2, in the C-3, Highway Commercial Zone, located at the end of Balboa Place, west side of the street, Also known as APN 0660-081-18.

  • Agenda Item #6(G):

A public hearing to consider all evidence and testimony for or against approval of a Special Use Permit for a 50’ tower for wireless internet service at 2029 “J” Street, Needles, CA located in the “R-3” Multiple Family Residential Zone, also known as APN 0185-233-03.

Approve the Findings of Facts and Resolution No. 11-15-2017-7 PC recommending approval of a Special Use Permit for a 50’ tower for wireless internet service at 2029 “J” Street, Needles, CA located in the “R-3” Multiple Family Residential Zone, also known as APN 0185-233-03.

Members of the Needles Planning Commission learned that the wireless internet service company that will be using the tower is Tri-State WiFi.

Members of the Needles Planning Commission unanimously voted to approve the Findings of Facts and Resolution No. 11-15-2017-7 PC recommending approval of a Special Use Permit for a 50’ tower for wireless internet service at 2029 “J” Street, Needles, CA located in the “R-3” Multiple Family Residential Zone, also known as APN 0185-233-03.

 

  • Agenda Item #6(H):

A public hearing to consider all evidence and testimony for or against approval of a Special Use Permit for a 16’ antenna for wireless internet service at 1932 “J” Street, Needles, CA , the Buy Rite Store, located in the “C-2” General Commercial Zone, also known as APN 0185-233-74.

Approve the Findings of Facts and Resolution No. 11-15-2017-8 PC recommending approval of a Special Use Permit for a 16’ antenna for wireless internet service at 1932 “J” Street, Needles, CA, also known as APN 0185-233-74.

Members of the Needles Planning Commission learned that the wireless internet service company that will be using the antenna is Mohave Broadband.

Members of the Needles Planning Commission also learned from the applicant that they want to put a 6’ antenna, not a 16’ antenna.

Correction was made on the agenda item changing “16’ antenna” to “6’ antenna”.

Members of the Needles Planning Commission voted on the agenda item, but were unable to cast a passing vote.

The agenda item will be placed back on the agenda for their next Needles Planning Commission Meeting.
