Needles Vice Mayor Jeff Williams expressed an interest in attending the MJBizCon and on Tuesday, September 26th, 2017, members of the Needles City Council voted unanimously to authorized Needles Vice Mayor Jeff Williams and Senior Code Enforcement Officer Adrian Chavez to attend the MJBizCon.

A PowerPoint presentation by Mr. Michael Bracken, Development Management Group (D.M.G.) Economics, was presented to members of the Needles City Council regarding the State of Economy and Growth Projections (5 Year) in Needles, California.

Mr. Michael Bracken talked in detail about the Economic Analysis of Cannabis Businesses Impacts and the Market Analysis in Needles, California.

According to the City of Needles, the Development Management Group (D.M.G.) was asked to conduct an analysis of the impact of the approved, pending and potential new cannabis (marijuana) businesses as to their impact on creating new retail and demand in the community.

“I’ve taken the open facilities, the facilities under construction, the facilities approved, the facilities discussed and put together a probability chart. We determined that it’s reasonable to expect a total of 822,300 square feet of cannabis related operations over the next 5 years,” said Mr. Michael Bracken.

According to Mr. Michael Bracken, we were able to make projections of what the economic impact will be for the City of Needles over the next 5 years.

“For each 700 square foot inside a cannabis operation there’s going to be one full time equivalent job generated in that industry,. So those 822,300 square feet are going to create about 1,175 direct jobs over the next 3 to 5 years,” said Mr. Michael Bracken.

During his presentation, Mr. Michael Bracken said that because of those 1,175 direct jobs there will be some indirect jobs created as well.

“The direct job is the person working the cannabis operation and the indirect jobs is the additional gas station attendant, so in total there’s going about 2,116 jobs generated. That many new jobs and the population that comes with it will create a demand of 700 new housing units and increase spending about $40 million a year, which will increase the need for other professional services,” said Mr. Michael Bracken.

According to Mr. Michael Bracken, the cannabis industry will generate other types of retail industry and the City of Needles needs to separate about 18 to 20 acres to support that new retail.

“Based on the numbers you’ll have an additional $40 million of retail which is about 160,000 square feet of retail that will come to the community as this industry continues to mature. Right know you’re going through the growing pains and it’s just part of it. Other cities have gone through it that have introduced a new industry,” said Mr. Michael Bracken.

Mr. Michael Bracken gave members of the Needles City Council a recommendation to protect the commercial corridors in the community, including the downtown area, so that traditional businesses such as retail, restaurant, and hotel have a place to come and open.

A PowerPoint presentation by Mr. Jerry Telles, Needles Chamber of Commerce, was presented to members of the Needles City Council regarding their proposal to relocate the Needles Chamber of Commerce office to the El Garces Train Depot, located at 950 Front Street, in Downtown Needles, California. 

The proposal relocate to Needles Chamber of Commerce office into the El Garces Train Depot has been suggested and widely supported by many in the community as a great located for the Needles Chamber of Commerce so to not only better promote the community in a nice and historic building, but also be have access to the El Garces Train Depot for tours.

Members of the Needles City Council voted held 2 different votes regarding Ordinance 598-AC amending the municipal code relating to distance requirements for commercial recreational marijuana businesses, personal use cultivation and non-profit requirements.

Members of the Needles City Council voted unanimously to approve 4 of the 5 proposed amendments in Ordinance 598-AC: 2) proposed ordinance adds language clarifying the city’s current position that commercial recreational marijuana, 3) ordinance adopts reasonable regulations related to personal use cultivation, 4) ordinance removes the requirements that medical marijuana business be operated as a bona-fide non-profit entity, 5) ordinance adds a definition clarifying that regulatory licenses means and includes all types of marijuana business licenses issued by the city these four were approved unanimously.

Members of the Needles City Council then decided the matter regarding changing the distance of medical marijuana cultivation, manufacturing, testing, distribution and transportation facilities from 1,000 feet to 600 feet from a school, parks, recreation center or youth center among other things.

A list of comments were presented to members of the Needles City Council that responded to a question by Needles City Council Member Robert Richardson, M.D. and posted to ZachNews asking the community, “What amount of distance you think medical marijuana cultivation should be away from local schools and parks?”

ZachNews was asked to be posted his question to the community by Needles City Council Member Robert Richardson, M.D. and tells ZachNews that he wanted to know from the people he represents what they think the amount of distance medical marijuana cultivation should be away from local schools and parks.

But some members of the Needles City Council including from Needles City Council Member Shawn Gudmundson, raised concerns into those people’s comments, questioning if their inputs regarding this agenda item were from Needles, California or not. 

A few people spoke up on this matter spoke during public appearance, including a person who stated he had a financial interest in this matter.

After discussing the matter and hearing public appearance, members of the Needles City Council voted 4-2 to change the distance requirement from 1000 feet to 600 feet.

Needles City Council Member Tona Belt and Needles City Council Member Robert Richardson, M.D voted “No” on Agenda Item #4.

During pass Needles City Council meetings, comments from people living in Needles, California and not living in Needles, California were allowed to be heard, including matters regarding medical marijuana, with no members from the Needles City Council questioning if they are from Needles, California.

Input from people who spoke during public appearance as well as comments that were written in, emailed, and posted on social media were read, heard, and even get addressed by members of the Needles City Council regardless if they were from Needles, California.

Dale Jones, City Clerk’s Office at the City of Needles, tells ZachNews that anybody can address any matter that relates to our community regardless of where they’re from.

As for what some members of the Needles City Council questioning if input being from or not from Needles, California, Dale Jones tells ZachNews that’s just their own opinion.
