- A chemical plant that was flooded after Harvey catches fire again late Friday. NBC News is reporting that the United States Environmental Protection Agency said Friday that “no high levels of toxic chemical have been detected” at a Texas chemical plant that exploded and again caught fire earlier that day following problems caused by flooding by Hurricane Harvey. The EPA said an emergency response surveillance aircraft flew through the smoke of the new fire at the Arkema Inc. plant that broke out Friday afternoon. The chemical plant in Crosby, Texas, located northeast of Houston, Texas, first exploded early Thursday, triggering an intense fire. Residents within a mile-and-a-half of the facility were evacuated on Tuesday over concerns that about an explosion or fire. “Imagery reviewed in the aircraft clearly shows a strong fire that is west of the building that burned yesterday,” the EPA said after Friday’s fire. “Preliminary analysis of data is showing that although the fire has extreme intensity generating smoke, no high levels of toxic chemical have been detected.”
- NBC affiliate KPRC Channel 2 is reporting that West Houston residents who live along Buffalo Bayou and have water in their homes should leave. Mayor Sylvester Turner said Friday that engineers believe water releases from the Addicks and Barker reservoirs in west Harris County will continue for at least 10 days, but could last as long as 15 days. He said personal safety and the strain on first responders are the primary reasons for the evacuation request. The voluntary evacuation of homes and apartments is for the area west of Gessner, east of Highway 6, south of I-10 Katy Freeway and north of Briar Forest. Houston fire Chief Sam Pena said most people in the affected area west of Gessner Road have already evacuated, but there are pockets where people have remained. Houston police Chief Art Acevedo assured homeowners who have not left their home that officers will protect the neighborhoods that have been flooded. Turner said emergency crews will shuttle residents to a shelter if needed. The mayor said that even though his request is voluntary, he reserves the right to make it mandatory if the situation warrants.

After an aircraft was sent to monitor the aftermath of 2 explosions at the Arkema Inc. plant in Crosby, the Environmental Protection Agency said the data collected showed there were “no concentrations of concern for toxic materials reported at this time.” Arkema officials warned Thursday morning of the possibility of further blasts, saying eight more containers storing a highly volatile chemical known as organic peroxide is expected to degrade. The organic peroxide produced at the plant is used in products such as kitchen countertops, industrial paints, polystyrene cups and plates, and PVC piping. “These things can burn very quickly and violently; it would not be unusual for them to explode,” Arkema executive Richard Rennard said at a news conference, adding that the explosions were more like popping noises caused when the containers built up with pressure. Authorities say a fire that was reported at around 2:00am CT on Thursday sent smoke billowing about 30 to 40 feet into the air.

- NBC News is reporting that one of the world’s largest chemical companies warned Wednesday that its flooded plant near Houston will likely catch fire and explode in the next few days — and there’s nothing the company can do about it. Arkema Group’s plant in Crosby, Texas, located about 20 miles northeast of Houston, was inundated by more than 40 inches of rain by Hurricane Harvey and has been without electricity since Sunday, the company, based in Colombes, France, said in a statement. The plant manufactures organic peroxides commonly used in everyday products like kitchen countertops, industrial paints, polystyrene cups and plates and PVC piping. The materials must be kept very cool, but refrigerators for the plant’s low-temperature containers are out of commission, and backup generators were also swamped, meaning “the potential for a chemical reaction leading to a fire and/or explosion within the site confines is real,” the company said. All residents within 1½ miles of the plant were evacuated on Tuesday. The National Guard was on the scene, and the U.S. Department of Homeland Security set up a command post near the site. “We have an unprecedented 6 feet of water throughout the plant. We’ve lost primary power and two sources of emergency backup power. And as a result, critical refrigeration needed for our materials on site is lost,” Richard Rowe, chief executive of the company’s North America operatives, said Wednesday in a conference call with reporters. “Materials could now explode and cause a subsequent and intense fire,” Rowe said. “The high water that exists on site and the lack of power leave us with no way to prevent it.”
