Breaking News!!: Needles, CA: Needles City Council approved annexations into San Bernardino County Fire Protection District.

Members of the Needles City Council approved Resolution No. 2015-51 authorizing the filing of an application to the Local Agency Formation Commission to initiate proceedings for a sphere of influence amendment of the San Bernardino County Fire Protection District and reorganization to include annexations to the San Bernardino County Fire Protection District, its South Desert Service Zone and Service Zone FP5.

The vote on Agenda Item #14 happened during the Needles City Council Meeting held on Tuesday, December 8th, 2015 inside the Needles City Council Chambers in Needles, California.

** According to the following information regarding Agenda Item #14 from the City of Needles: **

Resolution No. 2015-51 authorizing the filing of an application to the Local Agency Formation Commission (L.A.F.C.O.) to initiate proceedings for a sphere of influence amendment (expansion) of the San Bernardino County Fire Protection District and reorganization to include annexations to the San Bernardino County Fire Protection District, its South Desert Service Zone and Service Zone.

As a result of the annexation, Local Agency Formation Commission (L.A.F.C.O.) will permanently transfer enough of the Cityof Needles’ property tax base to cover the cost of providing fire service for the first year. After that the Fire District will be responsible for any fluctuations in their cost, but the City of Needles’ contribution will be capped at whatever percentage of the tax base shifted during the first year. At the current rate there would be a $582,000 transfer or 73% of the City of Needles’ tax base in 2015-16. If the City of Needles concurrently annexes into one of the Fire Protection districts that levies a parcel tax, the property tax base shift would be reduced by the amount that the parcel tax would generate.

The attached resolution is the City of Needles’ formal request and application to Local Agency Formation Commission (L.A.F.C.O.) to annex into the San Bernardino County Fire Protection District. The Needles City Council needs to make a determination as to whether the City will annex into the FP-5 or FP-6 service zone setting the parcel tax rate or if no parcel tax will be applied. Local Agency Formation Commission (L.A.F.C.O.) is using 2,769 parcels in Needles, California with the 2016 tax overlays as follows:

FP-5 Helendale/Silver Lakes = $143.92 x 2,769 = $398,514 parcel tax contribution FP-6 Havasu Lake = $127.74 x 2,769 = $353,712 parcel tax contribution

Annual cost to annex into the fire district is $582,000, therefore, based on the above tax overlays, Needles’ contribution from our property tax revenues would be:

FP-5 = $183,486

FP-6 = $228,288

No parcel tax applied = $582,000

Additionally, the resolution references the attachment of our application, however, staff is diligently working to complete the application which we will provide to the Needles City Council prior to Tuesday’s Needles City Council Meeting.

As for fiscal impact, upon completion of the annexation process, the general fund impact would be $183,486, $228,288 or $582,000 depending on the options above

The recommended action, waive the reading and adopt Resolution No. 2015-51 authorizing the filing of an application to the Local Agency Formation Commission (L.A.F.C.O.) to initiate proceedings for a sphere of influence amendment (expansion) of the San Bernardino County fire Protection District and reorganization to include annexations to the San Bernardino County Fire Protection District, its South Desert Service Zone and Service Zone FP_.

Some residents raised questions and complaints over the responds by San Bernardino County Fire Department to a large residential structure fire on Saturday, June 13th, 2015 in Downtown Needles, California.

Residents and witnesses say that the San Bernardino County Fire Department took 15 to 20 minutes to get to the large residential structure fire well the San Bernardino County Fire Department say they arrived to the large residential structure fire within 9 to 10 minutes.

Residents and witnesses wondered what caused that large residential structure fire.

Regarding the cause of the large residential structure fire, San Bernardino County Fire Department Battalion Chief John Chamberlain spoke to members of the Needles City Council and addressed the public’s question.

“As far as the arson investigation that occurred, I have both reports in my pocket, including an interview with a suspect that wasn’t attend. It was unfounded; that person was specifically found via video surveillance to not be involve directly in that fire. The cause is undetermined at this point specifically because of all the evidence pertaining to the point of origin was destroyed during the fire,” said San Bernardino County Fire Department Battalion Chief John Chamberlain.

Since that large residential structure fire, that San Bernardino County Fire Department have made some changes so when they head to an emergency call along the State Route 95 or Interstate 40, there will be fire department crew here in Needles, California, including bumping or moving fire department crews from Arizona into Needles, California.

Also with mutual aid from fire department across in Arizona, recent fire calls have seen an immediate responses to those fire calls by San Bernardino County Fire Department and with help by the Mohave Valley Fire Department and Fort Mojave Mesa Fire Department, including to 2 vacant residential fires in November 2015 in the Needles, California area.

But, the need for another fire department engine and crew is an important issue to everybody, but funding seem to be the problem.
