Needles, CA: Needles City Council Members approved agreement with Citadel Community Development.

Members of the Needles City Council approved the authorization of the City of Needles Mayor to sign the attached Agreement with Citadel Community Development and authorize the Needles City Manager to enter into agreements for specific individuals and programs.

According to the City of Needles, Citadel is a firm which contracts with San Bernardino County, California, Riverside County, California, and numerous other private, non-profit social services organizations. Such as: Transitional Assistance Department, Housing Authority, Senior Community Services, Employment Program (S.C.S.E.P.), Community Action Partnership, Mental Health Systems (M.H.S.), Probation and Parole, HUD, Veterans Administration, Salvation Army, and Good Will.

Citadel places unemployed persons in jobs to provide work experience and income for the individuals. Citadel employs the individuals and is reimbursed by San Bernardino County for the expense. Citadel pays all employee expenses including insurances, wages, sick leave, etc.

City of Needles staff is short of the personnel needed to conduct many City functions including the Animal Shelter, Code Enforcement, Public Works, and Parks, Buildings, and Grounds. The addition of Citadel staff will supplement, not replace existing staff. The City of Needles will only accept employees which meet standards for City of Needles employment and Citadel employees will be required to abide by all City rules and regulations in the performance of their duties.

Initially Citadel will place an individual at the Animal Shelter to assist with general enclosure clean up and care of the animals. Secondly, the City of Needles will seek a two to three person crew to assist the Public Works Department and Code Enforcement on enhancing citywide clean-up of debris.

After public comment and discussions by members of the Needles City Council, the agenda item that was pulled from the Consent Calendar was voted on which members of the Needles City Council voted 6 “Yes” to approve the agenda item.

The vote happened during the Needles City Council, Needles Public Utility Authority, and Successor Agency to the Redevelopment Agency Meeting held on Tuesday, September 8th, 2015 inside the Needles City Council Chambers in Needles, California.
