News Alert!!: Needles, CA: Needles Planning Commission will review request for development of a Dollar General on J Street.

According to Needles City Manager Rick Daniels, the Needles Planning Commission will review the request for development of a Dollar General store on J Street across Hospitality Lane in Needles, California from the motel.

The 9100 square foot store will create 10-15 jobs and add property valuation to the City’s total valuation.

According to the City of Needles, the applicant, Simon C.R.E., submitted an application for a 9,100 square foot general merchandise retail building, on July 27, 2015. The proposed site is at the southeast corner of J Street and Hospitality Lane, A Site Plan Review meeting was held on July 28th, initially with staff and the city engineer, and then with the applicant. The applicant was provided with a checklist of items that needed to be provided to process the application (Exhibit 1).Items not received from the applicant have been included in the Conditions of Approval. Approval of any site plan amendments will be at the discretion of the City Manager.

The project site is 2.41 acres, and is rectangular in shape. The parcel is zoned C-2, general commercial, which allows a general retail store as an outright permitted use. To the north of the project site is the Days Inn Motel; to the west is the Motel 6 and Denny’s Restaurant, and to the south is the City’s dog park. Parking is planned to be along the west side of the parcel. Vehicular ingress and egress is provided by two driveways, one on J Street and one on Hospitality Lane. There are 36 parking spaces, including two handicap-accessible parking spaces.

The applicant seeks to utilize a metal building for the store. Section 99.02 of the City Code requires a Conditional Use Permit for a metal building. A CUP requires public notice a public hearing, and a discretionary approval from the Planning Commission and City Council.

In regards to the Conditional Use Permit Findings, in accordance with Section 94.07 (Conditional Use Permits and Special Use Permits), the Planning Commission must make the following findings for approval of a conditional use permit.

1: That the requested permit is within its jurisdiction according to the Table of Permissible Uses. The use is permitted in the C-2 Zone.

2: The application is complete. All of the information required by the Code and staff in order to review the project has been submitted.

3: The use is consistent with the General Plan. The General Plan identifies this site as General Commercial.

4: The use will be in harmony with the area in which it is to be located. The proposed site plan meets the City’s Development Standards Ordinance to ensure that building design, lighting and buffers are compatible with surrounding uses. The building perspective envisions faux brick on a portion of the front of the building.

5: The use will not materially endanger the public health or safety because the use is being implemented with appropriate mitigations (as spelled out in the Conditions of Approval) addressing such items as water, sewer, access, drainage/erosion control and fire protection.

6: The use will not substantially injure the value of adjoining or abutting property. The project is designed and planned to have a positive impact on the economy o the community and may benefit the values of adjoining properties. The project will result in an economic investment exceeding $1,000,000 (construction and fixtures) as well as resulting in the creation of ten (10) to fifteen (15) jobs.

In regards to the Fiscal Impact, fees will cover the cost of City review and permitting. The Project will generate additional new revenue for City services such as public safety and public works. The project will provide a convenient retail opportunity to this portion of the community.

In regards to the Environmental Impact, exempt from California Environmental Quality Act (C.E.Q.A.).

Recommended Action, motion to approve Resolution No. 08-24-2015-1 PC, Recommending approval of a Conditional Use Permit for a 9100 Square Foot General Merchandise Retail Building, Partially Clad With a Steel Exterior, Located on the Southeast Corner of J Street and Hospitality Lane, Also Known as APN 0185-211-30.

The Special Needles Planning Commission Meeting will be held on Monday, August 24th, 2015 at 4:00pm PT inside the Needles City Council Chambers located on the 1700 block of J Street near the Needles Recreation Center and Bailey Avenue in Needles, California.
