Needles, CA: Needles City Council Members approved bid from High Desert Underground, Inc. for the California Avenue Relief Sewer Project.
Members of the Needles City Council approved, during the Needles City Council Meeting held on Tuesday, July 14th, 2015, to accept the bid from High Desert Underground, Inc., of Hesperia, California, for the California Avenue Relief Sewer Project for the amount of $181,300.00; also authorize up to $242,125.00 be transferred from the Wastewater Asset Replacement Fund and for staff to issue a Notice of Award and Notice to Proceed.

According to the City of Needles, the sewer line underneath the Interstate 40 no longer functions.
Operations staff has been able to reactivate another existing abandoned sewer line as a temporary solution; however, due to physical constraints there is no way to access the condition of this abandoned line and it could fail at any time.
The proposed sewer line will connect to an existing sewer line in Needles Highway and will provide an opportunity for new connections and future expansions.
With staff review of the bid documentation it was discovered that staking and testing can be completed under the City Engineering Services.
Staff conferenced with the contractor to remove these items and he adjusted their bid from $192,500 to $181,300.
Alternatives Considered: New boring under Freeway at 1.2 million plus cost of project.
The Board of Public Utilities approved this job during the Tuesday, July 7th, 2015 meeting.
On Wednesday, May 6th, 2015 an invitation to bid was published in the Needles Desert Star and on Thursday, May 7th, 2015, it was published in the Mohave Valley Daily News, with a bid opening of Thursday, June 4th, 2015.
We received in response to the advertisement the following bids:
1) High Desert Underground Inc. – Hesperia, California: $192,500.00
2) Malibu Pacific Tennis Courts Inc – Fort Mohave, Arizona: $238,847.49
3) ProCraft Construction – Redlands, California: $293,000.00
4) Jonovich Company – Globe, Arizona: $296,000.00
5) Kelley Underground – Apple Valley, California: $427,180.00
As for the fiscal impact: according to information from the City of Needles, $669,453 is available in the wastewater asset replacement fund as of 6/30/2015.

– Construction: $ 181,300.00
– Quality Assurance / Control: $ 9,609.00
– Contingency: $ 22,011.00
As for the environmental impact: according to information from the City of Needles, The project is exempt under Section 15302(c), replacement or reconstruction of existing utility facilities, of the California Environmental Quality Act (C.E.Q.A.) as the project is to replace a failed line and will have substantially the same purpose and capacity.
