ZachNews was alerted of this problem at around 10:10pm PT Monday night by both Direct Express card customers as well as businesses around Needles, California.

Breaking News!!: Washington, DC: United States Supreme Court rules some corporations can refuse to pay for contraception.

The United States Supreme Court Justices ruled in a 5 to 4 decision in the case of Burwell versus Hobby Lobby on Monday that some corporations can hold religious objections that allow them to opt out of the new health law requirement that they cover contraceptives for women and that profit seeking businesses can hold religious views under federal law.

The Hobby Lobby, based out of Oklahoma City, Oklahoma, has more than 15,000 full time employees in over 600 stores in 41 states and is reportedly the largest employer of any company that has gone to United States Supreme Court to fight the birth control provision.

Hobby Lobby Stores, Inc. and Conestoga Wood Specialties Corporation, 2 privately held and for profit companies, sued the United States Government over a provision in the Affordable Care Act that requires companies with more than 50 employees to provide comprehensive health coverage or pay a fine.

Hobby Lobby’s Owners David and Barbara Green say that they have strong objections based in their Christian faith to providing health care coverage for certain types of contraception.

The contraceptives at the issue in front of the United States Supreme Court were the emergency contraceptives Plan B and Ella, as well as intrauterine devices.

The United States Supreme Court Justices ruling that closely held firms like Hobby Lobby are protected by Religious Freedom Restoration Act of 1993.

The Religious Freedom Restoration Act (R.F.R.A.) dictates that an individual’s religious expression shouldn’t be “substantially burdened” by a law unless there is a “compelling government interest.”

The United States Supreme Court Justices stressed that its ruling applies only to corporations that are under the control of just a few people in which there is no essential difference between the business and its owners.

The United States President Barack Obama’s Administration said that a victory for the companies would have prevent women who work for them from making decisions about birth control based on what’s best for their health, not whether they can afford it.

United States Supreme Court Justices ruling on Monday means that the United States President Barack Obama’s Administration must search for a different way of providing free contraception to women who are covered under objecting companies’ health insurance plans.

United States Supreme Court Justice Samuel Alito suggested 2 ways that the United States President Barack Obama’s Administration that could ensure women get the contraception they want.

Either it could simply pay for pregnancy prevention or it could provide the same kind of accommodation it has made available to religious oriented, not for profit corporations.

United States Supreme Court Justice Samuel Alito wrote the majority opinion and said that the decision is limited to contraceptives under the health care law.

“Our decision should not be understood to hold that an insurance-coverage mandate must necessarily fall if it conflicts with an employer’s religious beliefs,” said United States Supreme Court Justice Samuel Alito.

At least 4 of the United States Supreme Court Justices dissented.

News Alert!!: Needles, CA: Jack Smith Park Seasonal Express Route bus service discontinued.

During the Needles City Council Meeting held on Tuesday, June 24th, 2014, members of the Needles City Council voted unanimously to approve the discontinue the Needles Area Transit’s Jack Smith Park Seasonal Express Route bus service effected on Tuesday, July 1st, 2014 due to a lack of ridership.

This idea of having a bus service to and from Jack Smith Park came forward by residents living along the Colorado River in hopes to get people into town and to enjoy our Colorado River.

The Jack Smith Park Seasonal Express Route bus service was on a trial basis and for 2 months since starting its run in May 2014, the bus drove from the Needles Chamber of Commerce to Jack Smith Park empty.

The Jack Smith Park Seasonal Express Route bus service departs from the Needles Chamber of Commerce Monday through Friday at 10:00am, 1:00pm, and 4:00pm PT and arriving at Jack Smith Park in 10 minutes.

The Jack Smith Park Seasonal Express Route bus service departs from Jack Smith Park Monday through Friday at 10:15am, 1:15pm, and 4:15pm PT and arriving at the Needles Chamber of Commerce in 10 minutes.

The Jack Smith Park Seasonal Express Route bus service departs from the Needles Chamber of Commerce Saturdays at 11:00am and 12:30pm PT and arriving at Jack Smith Park in 10 minutes.

The Jack Smith Park Seasonal Express Route bus service departs from Jack Smith Park Saturdays at 11:15am and 12:45pm PT and arriving at the Needles Chamber of Commerce in 10 minutes.

The Jack Smith Park Seasonal Express Route bus service fares were $1.10 each boarding, $.50 transfer fee (Only applicable at the Transfer Point on G Street at West Broadway near the Needles Chamber of Commerce in Downtown Needles, California), and $.50 for deviation service.

The discontinuance will be a savings of $5,032.00 plus cost of fuel for the months of July and August 2014 which have been included in the 2014 to 2015 fiscal year budget.

ZachNews spoke with Needles City Manager Rick Daniels after the Needles City Council Meeting held on Tuesday, June 24th, 2014 in Needles, California about if there was more information and a possible opening date set for the new 99 Cents Only Store which is going inside the old Bashas grocery store inside the Needles Towne Center located at 1010 East Broadway in Needles, California. 

Only ZachNews reported that a 99 Cents Only Store is coming to Needles, California on Wednesday, June 11th, 2014 after receiving several information from both news sources and news tips from ZachNews followers and after collecting that information and research on the new 99 Cent Only Store coming to Needles, California.

– What is the latest information on what is going on with the new 99 Cents Only Store?

Needles City Manager Rick Daniels said, “Well, the City has issued permits; building permits and sign permits for the new 99 Cents Only grocery store occupying Bashas. The work is underway; they started construction the very next day. It’s our understanding that they want the store open by the middle or third week in July so the contractor is hard at work. They have removed 12 different roll off boxes of materials as they completely demolish the inside of the building before they prepare it for reconstruction. They have also recycled two 40 yard boxes of metals and other recyclable materials.”

– ZachNews asked Needles City Manager Rick Daniels if this new 99 Cents Only Store is going to be different then the rest of the other 99 Cents Only Stores and if the rumors are true that there is going to be a deli and bakery just like how Bashas had theirs?

Needles City Manager Rick Daniels said, “Yes; the plans that we approve included plans for a… you know… a meat case, products; a large area for fresh product. It includes a deli, it includes a bakery, so it’s a… it’s a full service grocery store.”

– ZachNews asked Needles City Manager Rick Daniels if this deli and bakery is going to be shaves or that a person can walk up to, order, and order like how Bashas grocery store had theirs?

Needles City Manager Rick Daniels said, “I understand that it will be similar to what Bashas was.”

It is unclear at this moment if the prices at the new deli and bakery is going to be the same price; 99 cents, as all of the rest of the items inside the store or if it will be operated separately?

– ZachNews asked Needles City Manager Rick Daniels what is being done with the stuff; debris that is laying outside in the parking lot, is it being removed or being sent to recycling?

Needles City Manager Rick Daniels said, “Yes; the the… what they are doing is they’re  deconstructing the old insides of the store and so there’s construction materials left over, so what they are doing is their filling roll out boxes and they’re being hauled the landfill or to the recyclers as quickly as possible.”

Needles City Manager Rick Daniels said, “Well, the only thing I would say is that the City welcomes all new businesses. So we’re we’re delighted when a new business shows up, especially one that replaces a store that decided to leave, because the fact of the situation is today we have no grocery store, and and we will have a grocery store by the third week of July (2014), and so it was… you know… all or nothing kind of thing and the… we are just pleased that the property owner and this particular store came to terms and they’re doing their best to put together a good store for the City of Needles.”

Now that, there’s always going to be people going across the river for some portion, but not… there was still $7 million dollars a year that was being spent at Bashas, and right now we’re getting none of the benefits of that and it’s terribly inconvenience for a lot of people.”

Members of the Needles City Council voted unanimously to approve the final parts of the general fund in the City of Needles Budget for Fiscal Year 2014 to 2015 during the Needles City Council Meeting held on Tuesday, June 24th, 2014 in Needles, California.

Members of the Needles City Council approved the general fund in the City of Needles Budget for Fiscal Year 2014 to 2015 in Agenda Item #4 which also included the 4 items; San Bernardino County Sheriff’s Department contract, San Bernardino County Fire Department contract, the Needles Animal Shelter, and Needles Parks and Recreation recommendations, that were not voted on at the last Needles City Council Meeting.

ZachNews spoke with Needles City Manager Rick Daniels after the Needles City Council Meeting regarding the approved City of Needles Budget and to ask him some questions about the approved the City of Needles Budget.

**** The following is what was asked about during the ZachNews interview with Needles City Manager Rick Daniels regarding the approved City of Needles Budget: ****

Needles City Manager Rick Daniels said, “The Council adopted the general fund of the budget and that is the fund that takes in most of the general taxes that people pay. For example; sales taxes, property taxes, Transient Occupancy Tax (T.O.T.), and what have you, and out of that fund is funded police, fire, public works, parks. So the Council adopted the budget tonight, but there were 4 areas that were left off over from last meeting they met.

** Regarding the San Bernardino County Fire Department: **

“The first one was… they asked for some reductions in cost from the fire department and San Bernardino County Fire Department reduced their cost by about $50 to $60 thousand dollars,” said Needles City Manager Rick Daniels.

– ZachNews asked Needles City Manager Rick Daniels what did the San Bernardino County Fire Department reduced?

Needles City Manager Rick Daniels said, “Well, a lot of that was overhead cost, but they’re they’re… they did not reduce the numbers of firefighters or trucks or equipment or anything else. They just reduced kind of their internal charges.”

– ZachNews asked Needles City Manager Rick Daniels if anything safety related was cut or reduced?

Needles City Manager Rick Daniels said, “no, no.”

** Regarding the San Bernardino County Sheriff’s Department: **

“The second issue that the Council asked for more information on was; we were requesting the Sheriff’s reduce the number of sheriffs assigned out here from 7.3 to 6.3 and we met with Sheriff’s McMahon and he understood our our issues; he done 2 tours of duty here himself. Robert Wickham, who is the deputy chief sheriff’s also was with us and he done tour of duty in Needles and both understood our issues and our problems, but they felt that to reduce the number of officers by one would put their officers unnecessary at risk. So we did not get any relief there, but they did offer to work with us to increase the frequency of the local office and help us identify some outside grants and outside funding opportunists,” said Needles City Manager Rick Daniels.

– ZachNews asked Needles City Manager Rick Daniels if there was no reduction in officers and no reduction in anything safety related?

Needles City Manager Rick Daniels said, “Right” and “Right”

– ZachNews asked Needles City Manager Rick Daniels what the San Bernardino County Sheriff’s Department was going to do?

Needles City Manager Rick Daniels said, “They’re they’re… we will… the contract that the Council approved tonight is in the budget is for $1.997 million dollars and that covers the full boat of Sheriff’s officers.”

** Regarding the Needles Animal Shelter: **

– ZachNews asked Needles City Manager Rick Daniels if the community will still have an animal shelter?

Needles City Manager Rick Daniels said, “Yes; the animal shelter is fully funded for next year.”

– ZachNews asked Needles City Manager Rick Daniels what are the details on how the animal shelter got put back onto the City of Needles Budget?

Needles City Manager Rick Daniels said, “O.k. well we had to… we were face on having to shut down the animal shelter because we could not find a veterinarian that would be affiliated with the animal shelter and State (California) law requires that if you have an animal shelter, you are required to have a Veterinarian of Record that oversees the health or care of the animals; make sure that the sick ones are being treated well; that the animals are kept healthy. So without having a veterinarian, we were having facing closing the shelter. A fortunately, the Mayor (Edward T. Paget) found a veterinarian in Riverside (California) that owns a second home at Pirate’s Cove (East of Needles, California) and is coming through Needles anyways and agreed to provide the service of being a Veterinarian of Record, so at that point we then began to put… go back to the old budget and began to put that back into the budget that was adopted tonight.”

– ZachNews asked Needles City Manager Rick Daniels if there was anything to help reduced the cost at the Needles Animal Shelter for the City of Needles Budget?

Needles City Manager Rick Daniels said, “Yes; it was $10,000 of part time labor that was reduced, so we will be able to have a fully functionally animal shelter.”

– ZachNews asked Needles City Manager Rick Daniels if there was any cuts to the service, care, or supplies for the Needles Animal Shelter?

Needles City Manager Rick Daniels said, “No, no, no.”

** Regarding the Recommendations from the Needles Parks and Recreation Commission: **

– ZachNews asked Needles City Manager Rick Daniels if the recommendations made by the Needles Parks and Recreation Commission placed into the City of Needles Budget?

Needles City Manager Rick Daniels said, “Yes, the City Council held a workshop on the budget last month and at that budget, the members of the Parks and Recreation Commission showed up and testified that they didn’t want to see any eliminations to any programs. So what we did is we set up a meeting with the Parks and Recreation Commission and went through the budget in great details. And there were… for example: the summer camp is going to be reduce, not eliminated, but reduce from 8 weeks to 4; it is… that we are not changing the hours or days at the pool operation; that they looked at some fee increases in users of City recreation facilities such as there will probably be an increase the use of the golf course, uses… attendance and participation in sports programs. We’ve also… the budget includes and the Council has approved charging for out of city residences to use our facilities, for example: right now, all participles are charged the same amount, but kids and participles that are Needles residences have already made a contribution towards the program through their property taxes, and where as someone from Bullhead City (Arizona) has not but they come over here and use our facilities so the council — the commission recommended and the Council accepted that there be a differential rate so that it will cost Bullhead City (Arizona) residents a little more to use our facilities.”

– ZachNews asked Needles City Manager Rick Daniels what kinds of cost the people will see and how much?

Needles City Manager Rick Daniels said, “Well I don’t recall the exactly, but it is the daily use of the boat ramp is not going to change, but for those who buy a season pass, it will go up about $35 / $40 dollars.”

– ZachNews asked Needles City Manager Rick Daniels if the swimming pool is going to stay open?

Needles City Manager Rick Daniels said, “Yes it is.” adding, “the aquatic center is going to operate the same hours and days it did last year.”

– ZachNews asked Needles City Manager Rick Daniels how many positions will be lost?

Needles City Manager Rick Daniels said, “The City is having to go through reductions in force. We are implementing the budget; does not include funding for 4 positions that exist in the City today.

– ZachNews asked Needles City Manager Rick Daniels what are those 4 positions?

Needles City Manager Rick Daniels said, “They are 2 positions in the electric department, 1 in the water department, and 1 in public works.”

– ZachNews asked Needles City Manager Rick Daniels if the lost of those 4 positions will have any effects on services that people will notice?

Needles City Manager Rick Daniels said, “It shouldn’t be because what we are going to do is we are going to have all 3 of those departments work and share staff, so we will cross train public works to assist electric and assist water, and for water to assist electric and public works, and likewise.”

– ZachNews asked Needles City Manager Rick Daniels if City of Needles Employees are already multitasking a lot as it is already?

Needles City Manager Rick Daniels said, “Well they are, but not in those 3 fields operations; public works, electric, and water.”

– ZachNews asked Needles City Manager Rick Daniels if the public is going to notice a lots of things not being kept up such as; grass not being seeded as much, watering of grass that much, roads not being repaired and updated, or street lights not being fixed?”

Needles City Manager Rick Daniels said, “No, we should… we should be able to cover everything that was done last year. What we’re not going to do is we can no longer or afford to have the grass over seeded around the Civic Center — so the Bermuda next year will go dormant and they’ll come back in the spring. But we are also working on making sure that the ball fields are reseed, over seed, and that is a task that the Council asked me to continue working on — to come up with either to share operations with the school district, private donations, or cost savings out of this year’s budget to be provide for next year.”

– ZachNews asked Needles City Manager Rick Daniels what about the roads?”

Needles City Manager Rick Daniels said, “Well one of the problems are that the current budget does not include any money… because the only money we get for roads are either from the general fund or we get money from the State (California). Well right now, the only money… there’s no general fund money going to public works. There for; the only money going for road repair is from the State (California) and that’s basically enough to patch potholes… and do some striping and you’re seeing some stop bars and some warning signs place out there. But one of the problems we’re having is our exciting street infrastructures is aging and that is… a road is only good for 25 years if you do nothing to it, and it will go from a perfect street to a horrible street in 25 years. Now what you need to do to every street is about every 5 years do a treatment to it, rather it will be a chip sealed, a slurry sealed, or some treatment and in which basically will bring that back to almost new condition, and what’s happening is the City has not been able to fund to correct the deterioration that’s happening out there because of lack of funds so that that is one of the things that we are not doing that is disappointing and a challenge to find new funding to take care of that.”

– ZachNews asked Needles City Manager Rick Daniels if anything related to major infrastructures, such as electrical lines, water lines, and sewage lines, gas lines, and such, is going to be effected by anything cuts in the City of Needles Budget?

Needles City Manager Rick Daniels said, “No; because within the utility budget, there is money for replacement of worn out asset, and there’s approximately $3 million dollars of capital improvement that will be… that are available to be done on the electrical system, and there’s about $500,000.00 available to make improvements on the water system, and about $500,000.00 that are available for the sewer system.”

– ZachNews asked Needles City Manager Rick Daniels if there is money available in case of an emergency?

Needles City Manager Rick Daniels said, “Right; the City, in the event… for example; like last August (2013) where we had the washout, the City paid for all that and submitted to our insurance and the insurance covered the cost of those damages in the City’s infrastructures.”

– ZachNews asked Needles City Manager Rick Daniels what about the auditing of hotels, motels, and medical marijuana dispensaries?

Needles City Manager Rick Daniels said, “Right; there are 2 audits that are underway. One; we’re having problems because the Sheriff’s raided the medical marijuana facilities (Which happened in late January 2014) and took all of the records so it’s difficult for us to audit if the records aren’t there. So we’re waiting the District Attorney (For San Bernardino County, California) to either prosecute or return that information back to the medical marijuana owners. So, we’re having trouble with that, but we are moving forward with audits beginning this month on all of the hotels and motels to make sure the 10% they charge visitors is indeed collected and that we get the money that’s owned to the City.”

– ZachNews asked Needles City Manager Rick Daniels if there was anything else regarding other fees or taxes being increased the public should know about?

Needles City Manager Rick Daniels said, “The City Council directed the City Attorney and myself to prepare documents for submitting a measure to the voters (For November 2014) which will increase the Transient Occupancy Tax (T.O.T.) that visitors at hotels pay, and also to apply that Transient Occupancy Tax (T.O.T.) to weekly or weekend, or rentals of private homes — primary along the river; that they are in competition with the hotels, but they also meet the definition of what visitors should be paying in terms of taxes.”

Needles City Manager Rick Daniels said, “Yes; the furloughs still… exist. Employees do 36 hours per week, 36 hour work week, and are paid a coordinately to that. That continues until the financial position changes.”

– ZachNews asked Needles City Manager Rick Daniels about how much some of the people being paid by the City of Needles; like Needles City Manager Rick Daniels, Needles City Attorney John Pinkney, members of the Needles City Council, and the new City of Needles’ Economical Consultant are getting a reduction in their pay to help with the City of Needles Budget?

Needles City Manager Rick Daniels said, “Yes; that has been addressed; there has been cuts except, the Council gets paid a dollar a month so that has not changed.”

Needles City Manager Rick Daniels said, “Yes.”

Needles City Manager Rick Daniels said, “The City Attorney, yes. The economical consultant, no.”

Needles City Manager Rick Daniels said, “Yes; the pain is equally shared.”

Needles City Manager Rick Daniels said, “Yes.”

– ZachNews asked Needles City Manager Rick Daniels if anything else the community should know about the City of Needle Budget?

Needles City Manager Rick Daniels said, “The main thing to understand is that we have a balance budget; we haven’t had a balance budget in 2 years. It was difficult to do, it was painful to do, there is going to be a reduction in services; our goal is to make it as minimal as possible. But as as cost increase over time, and our revenue stays flat or like last year’s… as we predicted next year (2015) slightly decrease, at some point in time, there’s some serious problems that need to be address.”

Needles City Manager Rick Daniels said, “Absolutely not.”

News Alert!!: Downtown Needles, CA: Truck with camper cleared from K Street Underpass.

ZachNews received a news tip of a truck with a camper stuck under the K Street Underpass in Downtown Needles, California at around 9:50pm PT Tuesday night.

As of 10:15pm PT Monday night, the K Street Underpass has been cleared and the truck with camper was able to back out and turn around without incident or major damages.
