Needles, CA: Public utility easement, burned out home, fried chicken, and Park Road off ramp during Needles Planning Commission Meeting.

A Needles Planning Commission Meeting was held on Wednesday, January 8th, 2014 at the Needles City Council Chambers in Needles, California.

A public hearing was called to consider all evidence and testimony for or against Agenda Item #7 (A); Vacation of City of Needles Public Utility Easement (PUE) along the south boundary of Parcel 4 of Parcel Map 16464, also known as APN 0660-266-14.

Members of the Needles Planning Commission discussed the agenda item and looked at a map of where this City of Needles Public Utility Easement (PUE) is going to be at.

After discussing the agenda item, members of the Needles Planning Commission voted to approve Agenda Item #7 (A).

Well during Needles Planning Commission Requests, some of the members of the Needles Planning Commission brought up several on going items happening in the community.

A duplex house, located at 415 D Street in Needles, California, that burned down in an arson fire was to be knocked down, but hasn’t yet and concerns are being raised to why hasn’t there been a fence put up to keep people out of the burned out home and so to keep children safe walking by the burned out home.

City of Needles Code Enforcement Officer Marvin Carter made aware to members of the Needles Planning Commission that when they started, Safe Guard Properties was taking care of the property and Safe Guard Properties came out to clean up the property but then the home burned down by an arson.

City of Needles Code Enforcement Officer Marvin Carter got a hold of Safe Guard Properties and told them that property was needed to be demolish.

Safe Guard Properties wanted all of the property information; address and A.P.N., which City of Needles Code Enforcement Officer Marvin Carter gave Safe Guard Properties those property information and sent Safe Guard Properties some pictures.

City of Needles Code Enforcement Officer Marvin Carter told members of the Needles Planning Commission that about a week after that, some guys showed up and talked to Kathy at the front desk at the City of Needles Office about demolition permits to demolish that burned up home, but he would never heard another word from those guys.

City of Needles Code Enforcement Officer Marvin Carter emailed those guys asking what was the status of this demolition and he could not get them an answer.

City of Needles Code Enforcement Officer Marvin Carter told members of the Needles Planning Commission that because the City of Needles wouldn’t allow us to go and demolition the burned out home, Building Code said that the building official can demolish it without a warrant, they wouldn’t say they wouldn’t let them.

City of Needles Code Enforcement Officer Marvin Carter told members of the Needles Planning Commission that he now has to start at square one sending out 30 day notices, had to go to an Admit hearing, and the property has been declared a public nuisance again and that he got a litigation guarantee back for it, and is writing the warrants and that should be done by this week and notices have to be sent out to everybody who has an interest in this as by law which there is 52 parties who have an interest in this building which those people will be getting those notices and hopefully within by next month that the building would be demolished.

With that said, a members of the Needles Planning Commission told City of Needles Code Enforcement Officer Marvin Carter that we have a direct safety issue calling this a, “dangerous situations” and if anything is hanging over onto City of Needles property and somebody gets hurts, the City of Needles doesn’t have deep enough pockets for that.

The worry is debris laying on the property and on the sidewalk where child are walking to and from the near by school which Katie Hohstadt Elementary School is just to the south of this property.

Because of this, “dangerous situations,” the member of the Needles Planning Commission wants a fence put up as soon as possible and to keep the kids out of the property which City of Needles Code Enforcement Officer Marvin Carter said that the biggest problem is getting the fence in to do it.

A member of the Needles Planning Commission wondered about the boarded up windows that have been put up at some homes along Front Street and if those boards covering the windows are needing to be painted to match the building.

Better wording that if somebody was to board up a window, that the wood should be painted to match the building was an idea a member of the Needles Planning Commission would like to see be done.

Members of the Needles Planning Commission then received an update from City of Needles Code Enforcement Officer Marvin Carter regarding the new Chesters Fried Chicken and Circle K store saying that the new Chesters Fried Chicken and Circle K store is intention to break ground by Friday, January 24th, 2014 at the Westside Chevron Gas Station located at 2321 Needles Highway in Needles, California.

Currently, the Westside Chevron Gas Station property is eleven hundred square feet and the final project will be thirty three hundred square feet.

But what got members of the Needles Planning Commission very happy is when City of Needles Code Enforcement Officer Marvin Carter told members of the Needles Planning Commission that the new Chesters Fried Chicken will be having delivery service.

City of Needles Code Enforcement Officer Marvin Carter made aware to members of the Needles Planning Commission of something that Scott Goodman talked about regarding the Park Road off ramp which City of Needles Code Enforcement Officer Marvin Carter said the City of Needles is looking into.

City of Needles Code Enforcement Officer Marvin Carter told members of the Needles Planning Commission that Scott Goodman talked about the Park Road off ramp, wanting to purchase the off ramp, and possibility of eliminating the off ramp.

The off ramp is located along Interstate 40 at the far west end of Needles, California and is the first exit coming down the hill into Needles, California to access National Old Trails Road as well as the Needles KOA Campground and Rainbo Beach.

A member of the Needles Planning Commission said to City of Needles Code Enforcement Officer Marvin Carter that the State of California would never allow him to do that.

A member of the Needles Planning Commission wondered if he wants to force more traffic into town which City of Needles Code Enforcement Officer Marvin Carter responded saying, “He wants to force more traffic and equipment into town.”

City of Needles Code Enforcement Officer Marvin Carter brought up that this is a safety hazard saying that there has been a lot of accidents on that road and that the City of Needles has been sued numerous times.

City of Needles Code Enforcement Officer Marvin Carter said that this road has poor visibility both ways and even brought up an accident which involved a big bus that crashed and reminded members of the Needles Planning Commission of an accident that killed a deputy.

Overall, members of the Needles Planning Commission wants to be kept updated regarding this item.
