Needles, CA: Needles City Council Member concern over appearance at 2 closed gas stations.

Last week, the Eastside Chevron Gas Station located at 810 East Broadway and the Eastside Mobil Gas Station located at 1005 East Broadway closed in Needles, California and both properties were in foreclosure and were going to auction.

Because of the closures, a member of the Needles City Council had some concerns he wanted to address to the City of Needles Code Enforcement Officer during the Needles City Council Meeting held on Tuesday, April 23rd, 2013.

Needles City Council Member Jim Lopez asked City of Needles Code Enforcement Officer Marvin Carter if the City of Needles has in their codes, that would mandates even the mortgage owner or banker, to up keep a appearance of those properties and if there’s any way in stepping that up.

There is current code that they do have to maintain the premises of the property so we can actually sent them notice that they are required to do it,” said City of Needles Code Enforcement Officer Marvin Carter.

Needles City Council Member Jim Lopez asked City of Needles Code Enforcement Officer Marvin Carter another question saying, “Is there any way we can do… once we (City of Needles) know the date of closure… because you know what I am talking about were at right now; our very first business off the off ramp, is there any way once we (City of Needles) know it closed, is there a time frame that we (City of Needles) have to wait 30 days, do we have to wait 14 days, once it’s closure to sent that off … after the business closes of if foreclosure? Can we (City of Needles) send a notice like within 7 days?”

Yes,” said City of Needles Code Enforcement Officer Marvin Carter.

Needles City Council Member Jim Lopez asked City of Needles Code Enforcement Officer Marvin Carter a question saying, “Can we fine them or do we have a recourse if they don’t do move?”

Once we send them a notice… we send them a notice and if they don’t do it, then we set them up for an Admin (Administrative) Hearing. Once it go to an Admin (Administrative) Hearing, we can declared a, “Public Nuisance” and then legally we have to write a Warrant to go onto the property and clean it up,” said City of Needles Code Enforcement Officer Marvin Carter.

As more questions lined up for City of Needles Code Enforcement Officer Marvin Carter by both Needles City Council Member Jim Lopez and Needles City Council Member Linda Kidd, Needles City Attorney John Pinkney interject and informed members of the Needles City Council that those properties are not on the agenda and that members of the Needles City Council can only speak hypothetically about what the process is.

City of Needles Code Enforcement Officer Marvin Carter responded after to questions by both Needles City Council Member Jim Lopez and Needles City Council Member Linda Kidd saying, “That’s the stander rule of thumb; when we do something; any property, we’re going to send them a notice… if they do not respond to the notice or they don’t take unnecessary action, we start writing them citations.”

Needles City Council Member Linda Kidd asked City of Needles Code Enforcement Officer Marvin Carter a question saying, “How long do you give them to respond?”

Usually 30 day,” said City of Needles Code Enforcement Officer Marvin Carter.

Needles City Council Member Jim Lopez asked City of Needles Code Enforcement Officer Marvin Carter a question saying, “Is there any way to recommend them to have a landscaping company do their landscaping?”

We can; we can send them a letter…,” said City of Needles Code Enforcement Officer Marvin Carter which Needles City Council Member Jim Lopez interrupted saying, “Because that really the issue right there, if they just had somebody; because that one gentleman that did B of A (Bank of America) and he did Washington Mutual, you know as long as they just did that on their normal bases then it will look good.”

We can do that easily; so…,” said City of Needles Code Enforcement Officer Marvin Carter which again Needles City Council Member Jim Lopez interrupted saying, “Rather then us have to do it.”

According to Needles City Council Member Jim Lopez, the adjacent Eastside Shell Gas Station located at 944 East Broadway near Ice Plate Road in Needles, California is planning to stay open 24 hours because of the closures.

The newest closure of the 2 gas stations on the eastside of Needles, California comes weeks after a hair salon business located on at 1205 West Broadway in Downtown Needles, California closed.

Needles City Council Member Jim Lopez mention to City of Needles Code Enforcement Officer Marvin Carter that the City of Needles is doing this clean up of the town and if this doesn’t get kept up and clean, that it would look bad.

So if the City of Needles is so worry about the appearance of these 2 closed gas station and want something to be done to address this problem, why hasn’t those this problem with appearance came up with the properties of the old Overland Hotel, the old Relax Inn Motel, and the old Colorado River Ford Auto Shop, and the old MTD Liquor Store?

Those appearance of those properties have become an trashy, dusty, and vandalized eyesore for years and the only thing that has been done onto those properties is that both the old Overland Hotel and the old Relax Inn Motel properties are going up for auction.
