**** Special Board of Hospital Trustees Meeting: ****

**** Members of the Board of Hospital Trustees voted on Item #1 in parts: ****

Regarding “Tall Insurance”: Members of the Board of Hospital Trustees voted unanimously to approve this agenda item.

Regarding “Lexington and Zurich”: Members of the Board of Hospital Trustees voted unanimously to approve this agenda item.

Item #1: Action to bind hospital insurance for Directors and Officers/ Employment Practices Liability Insurance Extended Reporting Period (Tall Insurance; Hospital Professional, Employee Benefit, Umbrella, and Commercial General Liability Policy with Lexington as of June 1st, 2013; and Non-Owned and Hired Automobile Insurance with Zurich as of June 1st, 2013.

Regarding “First Amendment to Interim Lease Agreement”: Members of the Board of Hospital Trustees voted unanimously to approve this agenda item.

Item #2: Resolution No. 4-23-13 BHT approving a First Amendment to Interim Lease Agreement by and between Needles Municipal aka Colorado River Medical Center (“Lessor”) and Community Healthcare Partner, Inc. (“Lessee”).

**** Regarding Item #1: ****

San Bernardino County Fire Department representative presented a review of the March 2013 Administrative Monthly Report. During the March 2013 Administrative Monthly Report, Needles City Council Member Tom Darcy asked the San Bernardino County Fire Department representative about the rumors of their fire department not being at the River Valley Inn on Wednesday, March 27, 2013 in Needles, California.

According to Needles City Council Member Tom Darcy, somebody is saying that San Bernardino County Fire Department truck was at a gym in Mohave Valley, Arizona during the motel fire at the River Valley Inn was burning.

But, as stupid rumors are, that person didn’t do their homework well because ZachNews has pictures showing that San Bernardino County Fire Department were at the motel fire and you can see these pictures at the following ZachNews website address:

After breaking that stupid rumor, San Bernardino County Fire Department representative talked about tips for preventing hyperthermia or, “Never Leave Your Child Alone in the Car.”

Item #1: San Bernardino County Fire Department representative will review the March 2013 Administrative Monthly Report and tips for preventing hyperthermia “Never Leave Your Child Alone in the Car.”

**** Recommended Action: Approve Items 2 through 9 on the Consent Calendar by affirmative roll call vote. ****

**** All agenda items from #2 through #9 were voted unanimously to approve all the agenda items which includes the following: ****

Item #4: Waive the reading and adopt Ordinance No. 550-AC approving a General Plan amendment from General Commercial to Medium Density Residential for the are generally located east of J Street, south of Third Street, west of Bazoobuth, and north of I-40. (2nd Reading – Adopt).

Item #5: Waive the reading and adopt Ordinance No. 551-AC approving a zone change/ zoning map amendment from “C-2” General Commercial to “R-2” two-family residential for properties located east of J Street, south of Third Street, west of Bazoobuth, and north of I-40.(2nd Reading – Adopt).

Item #6: Waive the reading and adopt Ordinance No. 552-AC approving a zone change/ zoning map amendment from “R-2” two-family residential to “C-2” general commercial for 901 Third Street, APN 186-125-20 and 911 Third Street, APN 186-125-01. (2nd Reading – Adopt).

Item #7: Authorize City Staff to issue an invitation to bid for curb, gutter, and sidewalk construction on portion of Front Street between E Street and F Street – Engineer’s estimate $13,000.

Item #8: Accept the bid from PCI Striping Co. in the amount of $39,000.00 for Traffic Control Pavement Marking Upgrades Around School Areas Project and authorize staff to issue a Notice of Award and Notice to Proceed.

Item #9: Authorize Council Member Tom Darcy to attend the California Joint Powers Insurance Authority’s Newly Elected Officials Academy June 23-25, 2013 in Oxnard, California.

** Needles Public Utility Authority (NPUA) Items: **

Item #11:

– Needles Public Utility Authority (NPUA) Action; Approve the purchase of electrical supplies to install electricity at the El Garces in the amount of $40,656.00.

**** Members of the Needles Public Utility Authority (NPUA) voted unanimously to approve this agenda item. ****

– Needles City Council Action; Approve the purchase of electrical supplies to install electricity at the El Garces in the amount of $40,656.00.

Item #12: Resolution No. 2013-6 approving an employment agreement for the city manager between the City of Needles and Mr. David Brownlee Jr.
