Clarifying the motion and appointments to Watchdog Committee.

Needles, CA: During last Thursday’s Board of Hospital Trustees Meeting, members of the Board of Hospital Trustees had to clarify the motion and appointments made from a Special Joint Needles City Council and Board of Hospital Trustees Meeting held on Tuesday, March 12th, 2013.

“I know when I had made the motion, but… and Cheryl is the one who brought this to my attention; I had… because I thought it would be good to have somebody from Hospital Board in on that also. I had made a motion to have Bob McCever (Board of Hospital Trustees Member Bob McKeever) … you know; in on it since he got the time, and that I guest it wasn’t taken down that way and so we have to… if you guys are… for having Bob sit in with Terry Campball, Linda Kidd, and Sylvia,” said Board of Hospital Trustees Member and President Terri Anderson.

Board of Hospital Trustees Member Georgia Breault asked she can volunteered herself to be sitting on the Watchdog Committee which Board of Hospital Trustees Member Bob McKeever made a motion to appoint Board of Hospital Trustees Member Georgia Breault to the Watchdog Committee.

But before members of the Board of Hospital Trustees voted, Clerk of the Board Cheryl Sallis clarified some things regarding the agenda.

“In advice of the attorney; the committee… and I put the Watchdog and you call it any kind of a commuttee… the committee will consist of Council Members Kidd and Campbell, staff, and any board members will just aid and assistant that committee as needed. But, the actual committee members will be toget… unless; I mean, you probably actually resend your previous action and appoint your own Board Members if you rather do that. But of… you don’t want to start mixing board members together and stuff so the board will consist of the 2 council members; they be aiding and assisting by staff and whoever you appointed from this point,” said Clerk of the Board Cheryl Sallis.

Needles City Council Member Terry Campbell commented on the agenda item saying, “Not that I don’t apreciate the opportunity to work with you, but the way the City Attorney explained it to me, you have a Brown Act issue that we have to deal with here, and if we have a mix membership of the oversight, then it becomes an Open Meeting issue. So all of these things will have to be discuss in open hearings which requires more meetings where the public will be invited so that was… his concerns.”

“They’re 2 separate boards,” responded members of the Board of Hospital Trustees.

Needles City Council Member Terry Campbell responded back to members of the Board of Hospital Trustees by saying, “We have 2 boards meetings with… that creates a Brown Act issue.”

Clerk of the Board Cheryl Sallis reminded members of the Board of Hospital Trustees about the recommended motion saying, “The recommended motion is to clarified the appointment of council member Linda Kidd and Terry Campbell as (whatever you want to call the group) with aid and assistant of Hospital Board McKeever/ Breault (whoever you want to put in there) the City Manager, finance staff to monitor the hospitals finances; including Accounts Receivables, revenue inspections, and recommendation on Account Payables.”

At the end of the discussion, Board of Hospital Trustees Member Bob McKeever nominated Board of Hospital Trustees Member Georgia Breault which then members of the Board of Hospital Trustees voted unanimously to approve.

Then members of the Board of Hospital Trustees had another motion to vote on to clarify the appointments.

“I would like to make the motion to clarify the appointment of council member Linda Kidd and Terry Campbell as Watchdog Committee with aid and assistant of a Hospital Board Member Georgia Breault and City Manager and City Staff to monitor the hospitals finances; including Accounts Receivables, revenue inspections, and recommendation on Account Payables,” said Board of Hospital Trustees Member and President Terri Anderson.

Board of Hospital Trustees voted unanimously to approve the motion.
