– A member of the Needles Downtown Business Alliance speaking as a member of the public commented about a donated billboard marketing Needles, California and asking the public to contact the Needles Chambers of Commerce to help fund the billboard.

– A former member of the Hospital Board of Trustees speaking as a member of the public commented about Section 54960 of the Brown Act, a Hospital Board of Trustees motion vote held on Thursday, May 17th, 2012 for a special meeting to discuss alleged Brown Act violation, and a requests regarding to discuss the alleged Brown Act violation never being returned.

Also, comments regarding a letter and documentations given to the Clerk of the Board at the City of Needles for the members of the Hospital Board of Trustees before the Hospital Board of Trustees Meeting held on Thursday, October 4th, 2012 requesting the members to reframe from approving minutes from the Hospital Board of Trustees Meeting held on Thursday, May 17th, 2012 until the members are done reviewing the given letter and documentations.

– A City Employees speaking as a member of the public commented about the proposed reduction in pay and benefits on City Employees and how this will affect the City Employees working in the City of Needles.

Before the Needles City Council Meeting, an Executive Session regarding conference with labor negotiators the following:

– The President of the Needles Downtown Business Alliance speaking as a representative for the Needles Downtown Business Alliance presented to City of Needles City Manager Dave Brownlee a check for the City Employees working for the City of Needles for a party to give thanks for their hard work they all do for the City of Needles, commented about what the Needles Downtown Business Alliance have done in the pass few months in Needles, California, and what upcoming events are being planned in Needles, California including the Ol Saint Nick on Route 66 Christmas Event.

– Western Regional Consulting Elaine Cullen commented, gave updates, gave thanks, and said good byes to the Needles City Council and the public after quitting from consulting with the City of Needles because of reduce in pay and lack of appreciation by many in the community of Needles, California.

Western Regional Consulting Elaine Cullen looked back at all that has been done in the City of Needles and how people are working together and getting involved in the community of Needles, California.

Western Regional Consulting Elaine Cullen talked about how investors can being very leary about small towns.

“Where the people they (Investors) meet quote secretly; bash fellow members of the local community,” said Western Regional Consulting Elaine Cullen.

According to Western Regional Consulting Elaine Cullen, Needles’ best opportunity for economic growth are tourism related; the Colorado River, Route 66, the murals, the railroad, travel history, and El Garces Hotel which is reportedly to be finish before the Needles’ Centurial in October 2013 which work is being planned for a big community event celebrating Needles’ Centurial.

Western Regional Consulting Elaine Cullen told the Needles City Council to finalize the membership with Discover the Inland Empire (Discover IE) and continue to focus on positive media, social media, and image building.

Western Regional Consulting Elaine Cullen informed the Needles City Council that the State of California hasn’t outlined an approve plans for disposal of redevelopment agency (RDA) properties and that securing a tax generating use on the redevelopment agency (RDA) 27 acres may not happen quickly. Western Regional Consulting Elaine Cullen talked about the California Association for Local Economic Development (CALED) and their classes they have for elected officials on local economic development.

Western Regional Consulting Elaine Cullen cautioned the Needles City Council on small independent or individual retailers.

“I would caution you (The Needles City Council) on spending too much time on small independent or individual uses. It will take a lot of time finding one and to get them open, and one or two small retailers are not going to solve the city’s financial woes,” said Western Regional Consulting Elaine Cullen adding, “The best way is through increase sale’s taxes and bed taxes, and that means we need overnight visitors and the barbecue event was a really good start.”

In regards to the Needles’ Route 66 Music, Brews, and Barbecue Championship or “barbecue event”, Western Regional Consulting Elaine Cullen informed the Needles City Council that organizers didn’t make any money which wasn’t what was predicted to happen.

“I can let you know that they didn’t make any money; it was pretty much a break even event for them,” said Western Regional Consulting Elaine Cullen.

The Needles’ Route 66 Music, Brews, and Barbecue Championship was held on Friday, October 5th, 2012 and Saturday, October 6th, 2012 along the Colorado River at Jack Smith Park in Needles, California.

For almost a year, Western Regional Consulting Elaine Cullen promoted and stated that the “barbecue event” was going to bring in thousands of people into Needles, California and bring in needed revenue to the City of Needles and their businesses.

But the “barbecue event” didn’t do as good as the public was told, and now what will happen to the money that was suppose to go to the 3 charitable organizations in Needles, California?

“They will… still going to make their charitable donation to the 3 charities that were identified for Needles which is the Park and Rec’s Kids Programs, the Boys and Girls Club of the Fort Mojave Tribe,  and the food bank at Saint Vincent de Paul. However, those donations will have to come out of the proceeds from the Havasu event (The Lake Havasu Music, Brews & BBQ Championship) and will be delayed until February or March,” said Western Regional Consulting Elaine Cullen.

According to Western Regional Consulting Elaine Cullen, organizers of the Needles’ Route 66 Music, Brews, and Barbecue Championship are still planning to come back in 2013 if both the City of Needles and the community of Needles, California are supportive. Many of the vendors ZachNews Photojournalist Zachary A. Lopez interview liked the location of the barbecue event and want to come back to Needles, California in 2013 and businesses along Needles Highway saw more people into their businesses then normal during the barbecue event.

But many in the community tell ZachNews that organizers need to be address some of the problems that occurred during this year’s Needles’ Route 66 Music, Brews, and Barbecue Championship which includes not having enough banners and signs marketing the barbecue event, the cost to eat at the barbecue event, and not marketing the barbecue event to all media and social media outlets.

There were 22 barbecue teams and 26 barbecue judges, but still no exact amount at this time to how many people did attended this year’s Needles’ Route 66 Music, Brews, and Barbecue Championship.

Western Regional Consulting Elaine Cullen talked about the on going issues happening to the City of Needles, the City Employees working for the City of Needles, and the hospital known as the Colorado River Medical Center.

“I know they are very tough and personal issues in the City right now. It is imperative that everybody in town get on board to support any or all for increasing City revenues. Ever board in this town; City related or otherwise, should be supported and involved. City Employees should have a particular interest; it is their jobs we’re trying to save and their furlough hours we’re trying to restore. No matter what your position is on any of the issues, supporting economic development isn’t about the Council and it isn’t about the Unions and it isn’t about the Hospital, it is about the survival of the City,” said Western Regional Consulting Elaine Cullen.

Western Regional Consulting Elaine Cullen informed the Needles City Council of some good news that both the Needles Economic Development Corporation and the Needles Downtown Business Alliance would like to take the lead as co-chairs for the Needles’ Centurial in October 2013.

According to Western Regional Consulting Elaine Cullen, everybody is invited to the table in planning for the Needles’ Centurial in October 2013.

“We look forward in working with everybody in the City and we invite everybody to the table to help with and participate. Just like the barbecue event, this event has a better chance to rest a large audience, and to get visitors here from out of town and into our hotels. The marketing and the promotion will be very important. The State of California is very interested in this event and the reopening of the El Garces, “ aid Western Regional Consulting Elaine Cullen.

In her closing remarks, Western Regional Consulting Elaine Cullen expressed her deepest appreciation to Needles City Council Member Jim Lopez for contacting her and to both the City of Needles Mayor and the Needles City Council for giving her the opportunity to work in and with the City of Needles.

Western Regional Consulting Elaine Cullen gave thanks to the Needles Desert Star newspaper for informing people on what was happening in town.

Lopez was verbally attacked for posting a news story onto the City of Needles Facebook webpage regarding a protest that was planned to happen at the main entry into the Needles’ Route 66 Music, Brews, and Barbecue Championship barbecue event at Jack Smith Park.

Western Regional Consulting Elaine Cullen received around of applause from the small crowd inside the Needles City Council Chambers. Needles City Council Member Jim Lopez and a member of the public both thanked Western Regional Consulting Elaine Cullen for her services to the City of Needles.
