Public Workshop Regarding City of Needles’ “Residential Rental Property Inspection Program” This Wednesday.

 

Needles, CA: Members of the Needles Planning Commission as well as the public are getting ready for an important public workshop meeting being held at 4:00pm PT on Wednesday, August 1st, 2012 to discuss the City of Needles’ Proposed Residential Rental Property Registration Program. There will be a staff report from the City of Needles as well as a Power Point Presentation regarding this agenda item.

ZachNews has learned that the City of Needles’ “Residential Rental Property Inspection Program” will:

– Require registration of all rental property units with the City of Needles and pay a fee when registering which no information onto how much will that fee cost.

– Rental properties units would undergo an initial inspection by the City of Needles the first year of the City of Needles’ “Residential Rental Property Inspection Program” which will ensure compliance with appropriate codes.

– Rental properties owners during the second and third year of the City of Needles’ “Residential Rental Property Inspection Program” could self-certify that rental property units comply but if there are no deficiencies or complaints filed against that property,

– Rental properties owners would be required rental properties that the exterior areas of the property is clean within 15 days of tenants moving out of that property.

Some questions remain unanswered regarding the City of Needles’ “Residential Rental Property Inspection Program” such as:

– How much will the registration fee cost?

– What will the money collected from the registration fee be used for?

– Does this registration fee being collected be use for hiring a second full-time code enforcement officer for the City of Needles?

– Will this registration fee be passed onto renters?

– What will be the impact to both the City of Needles and the public if the program is passed?

ZachNews has been requesting to the City of Needles and Secretary to the Planning Commission Board Cindy Semione for a copy of the public agenda packet regarding the City of Needles’ “Residential Rental Property Inspection Program” and gotten nothing.  

As of Tuesday, July 31st, 2012, ZachNews has been told by City of Needles City Clerk Dale Jones that a copy of the City of Needles’ “Residential Rental Property Inspection Program” can be viewed at the City of Needles Administration Offices located at 817 Third Street between E Street and F Street in Downtown Needles, California and there is a fee for copies.

In early July 2012, the Needles Planning Commission planned to hold a public hearing meeting to consider all evidence and testimony for or against approval of “Amendment of Needles Municipal Code Section 6-20 to include “Residential Rental Property Inspection Program” requiring property used as rental property to be registered and inspected by the City of Needles. This public hearing meeting was going to be held during the Needles Planning Commission Meeting scheduled for 4:00pm PT on Wednesday, July 18th, 2012.

But a source told ZachNews that calls from renters, landlords, and rental property owners were coming into the City of Needles Administration Offices expressing anger at both the City of Needles and the Needles Planning Commission for not properly notifying them about this agenda item and program which many heard about the City of Needles’ “Residential Rental Property Inspection Program” after the agenda item was seen in the local newspaper and on the internet.

On Monday, July 16th, 2012, the Needles Planning Commission Meeting which was scheduled for Wednesday, July 18th, 2012 was cancelled and a public workshop meeting regarding the City of Needles’ “Residential Rental Property Inspection Program” was schedule for 4:00pm PT on Wednesday, August 1st, 2012 at the Needles City Council Chamber located off of J Street near Bailey Avenue in Needles, California which this public workshop meeting is to help have the public comment on this program.

The public is encouraged to attend these public workshop meeting and many renters, landlords, and rental property owners are planning to be there to comment on the City of Needles’ “Residential Rental Property Inspection Program.”
