Needles, California: The Needles City Council and Needles Public Utility Authority is schedule to have a meeting on Tuesday, March 8th, 2011 inside the Needles City Council Chambers, located at 1111 Bailey Avenue near J Street.

The Needles City Council and Needles Public Utility Authority Meeting will start with Executive Session at 5:00 p.m. PT followed by the Regular Meeting at 6:00 p.m. PT.

Item #1: Public hearing noticed to consider all evidence and testimony for or against the prioritization of eligible projects to be funded with the 2011-2012 Community Development Block Grant Funds.

Item #3: Acknowledge staff’s expeditious dispatch of the City of Needles Sewer System Management Plan per the Statewide Sanitary Sewer Systems Quality Order 2006-0003-DWQ.

Item #4: Direct staff to draft a Renewable Portfolio Standard (RPS) for submission to the CEC based on a 0.5 mw renewable energy target as an achievable target that recognizes the State goals to encourage renewable energy development but take into account the effect of any RPS on the NPUA’s rates, reliability and financial resources.

Item #7: Waive the reading and adopt Resolution No. 2011-11 appointing Councilwoman Linda Kidd as the primary and David G. Brownlee as the alternate to the Desert & Mountain Integrated Waste Joint Powers Authority Board.

Item #8: Waive the reading and adopt Resolution No. 2011-7 approving the City-County Delegate Agency Agreement for the 2012-2015 County Community Development Block Grant Program.

Item #9: Assign the review of the City of Needles Proposed Revised Budget for the fiscal year ending June 30th, 2011 to the Budget Committee.

Item #11: Reject all bids received for Ice Plant Road , Flip Mendez Parkway and River Road (Near Jack Smith Park) Street Improvements 2011 project and sealing of the Launch Facility parking lot at Jack Smith Park and Direct staff to proceed with new scope of work and advertise for bid for Ice Plant Road Street Reconstruction (Measure I), Additional Lane on River Road (300K Stimulus) and Launch Facility Parking Lot Sealing (Insurance money) and authorize staff to award project to the lowest responsive bidder not to exceed the budgeted amount.
